Türkiye'nin Savunma Sanayi Alanındaki Gelişiminin Türk Dış Politikasına Olan Etkisi

Özet
Uluslararası politikanın en önemli aktörleri konumunda bulunan devletlerin, ulusal güvenliklerini koruyabilmek ve dış politik hedeflerine ulaşabilmek için, modern silah sistemleriyle donatılmış olan bir silahlı kuvvetlere sahip olmaları gerekmektedir. Devletlerin ifade edilen şekilde bir silahlı kuvvetlere sahip olabilmeleri ise, büyük ölçüde milli imkan ve kabiliyetler çerçevesinde oluşturulan ve kendi kendine yetebilen bir ulusal savunma sanayinin kurulup geliştirilmesine bağlıdır. Zira günümüz dünyasında devletlerin, diğer devletler tarafından üretilen yeni silah sistemlerini edinmeleri ya da edinmeleri halinde bu sistemleri istedikleri şekilde kullanabilmeleri oldukça zordur. Bu durum uluslararası sistem içerisinde yer alan diğer tüm devletler açısından olduğu gibi, coğrafi olarak son derece kritik bir noktada bulunan ve bu sebepten ötürü sürekli bir biçimde önemli risk ve tehditlerle karşılaşmak zorunda kalan Türkiye açısından da geçerlidir. Türkiye'nin ulusal savunma sanayine özel bir önem atfetmesi gerektiğini vurgulamak için kaleme alınan bu çalışma, yakın geçmişte meydana gelen dış politik olay ve gelişmeler ışığında, Türk Savunma Sanayi'nin gelişiminin Türk dış politikasına olan etkisini incelemeyi amaçlamaktadır.
Abstract
Being the most important actors of international politics, states need to have armed forces equipped with modern weapon systems to protect their national security and achieve their foreign political goals. To have the armed force as mentioned for a state depends on the establishment and development of a self-sufficient national defense industry, built mostly on national capabilities and possibilities. Because, in today's world, it is highly difficult for states to have newly developed weapon systems produced by other states and to use the systems the way they like when they have them. Like all other states in the international system, this is the case for Turkey which is geographically located in an extremely critical point and therefore faces continuous, significant risks and threats. This study, prepared to highlight Turkey’s need to attach special importance to the national defense industry, has the aim of searching the impact of the Turkish Defense Industry on Turkish foreign policy in the light of foreign politic events and development occurred in recent past.
