Türkiye’de Asgari Ücretin İstihdam Üzerindeki Etkisinin Sektörel Panel Regresyon Modelleri İle İncelenmesi

Özet

Asgari ücret politikalarının, istihdam üzerinde önemli etkisinin olduğukabul edilmektedir. Ancak farklı ekollerden gelen iktisatçılar tarafındanyapılan deneysel çalışmalar, asgari ücret ile istihdam arasındaki ilişkininyönü üzerinde bir uzlaşma sağlayamamıştır. Liberal iktisatçılar,asgari ücretin istihdam üzerinde negatif bir etkisinin olduğunu ileri sürmektedir.Keynesyen iktisatçılar ise asgari ücret ile istihdam arasındapozitif yönlü bir ilişki olduğunu savunmaktadır. Deneysel çalışmalarsonucunda ortaya çıkan bu farklılıklar, sektörlere ait veriler kullanılarakyapılan çalışmalarda belirgin olarak görülmektedir. Bu farklılıklarniteliksiz işgünün daha fazla istihdam edildiği sektörlere ait veriler ileyapılan çalışmalarda daha da belirgin olmaktadır. Bu çalışmada, Türkiye’de2008-2012 döneminde istihdamın belirleyicileri ve istihdam ileasgari ücret arasındaki ilişki incelenmiştir. Çalışmada 16 sektöre ilişkinverilerden oluşan panel regresyon modelleri kullanılmıştır. Çalışmada,asgari ücretin istihdamı olumsuz yönde etkilediği şeklindeki iktisat yazınındakiyaygın inancın aksine asgari ücret ile istihdam arasında pozitifyönlü bir ilişki olduğu sonucuna ulaşılmıştır. Ayrıca cinsiyet ayrımındaelde edilen modeller, kazanç değişmelerinin kadın ve erkek istihdamınıfarklı yönde etkilediğini göstermektedir.

Abstract

It is considered that the minimum wage policies have a significant impact on employment. However, empirical studies that have been made by economists from different schools have been unable to reach a compromise on the direction of the relationship between employment and minimum wage. Liberal economists suggest that there are the negative effects of minimum wages on employment. The Keynesian economists argue that there is a positive correlation between employment and the minimum wage. These differences arising as a result of experimental studies are seen clearly between studies using data from sectors. These differences are even more pronounced in studies made by using data from sectors that more unskilled labors are more employed in. In this study, the determinants of employment and the relationship between minimum wages and employment in Turkey during the period 20082012 are investigated. In the study, panel regression models using data for the 16 sectors were used. As a result, contrary to the widespread belief in the economic literature of the minimum wage adversely affects employment, it is concluded that there is a positive correlation between the minimum wage and employment. Moreover, models obtained in the gender base show that wage changes affect women and men employment at the different ways
