Özet
Yönetim bilimleri yazınında, planlama kültürünün özünü oluşturan planlı davranış veri olarak ele alınmakta ve bu davranışın temelinde yatan maddi belirleyicilerin ö-zellikleri ve bu belirleyicilerin yansıması olan kültürel özellikler ihmal edilmektedir. Toplum bilimlerinde, toplumsal olgular incelenirken, tercih edilen yöntemin (teknik değil) üretilen bilginin niteliğini büyük ölçüde belirlediği gerçeği göz önüne alınarak, medeniyet ve kültürün ayrı alanlar değil birbirlerini etkileyen bir bütün oldukları kabulünden hareketle, planlı davranışın, modernleşme düşüncesinin bir ürünü ve batı kültürüne özgü bir davranış örüntüsü olduğu söylenebilir. Dolayısıyla, planlama evrensel bir davranış örüntüsü değildir. Bu bağlamda, Türk insanının planlı harekete ilişkin değer, tutum ve davranışa sahip olmadığı ileri sürülebilir. Bunun en önemli nedeni ise, Türk kültürünün doğu kültürünün bir parçası olmasından dolayı madde karşısındaki zayıf konumu ve zamanın niceliksel olarak değerlendirilemeyerek, gelecek zamanın yönlendi-rilememesidir. Genel veya kısmi amaçlı ulusal planlar ise, planlı davranış örüntüsünün ürünü olmakla birlikte bir siyasal ve ekonomik tercih aracıdırlar.
Abstract
The article argues that planned behaviors form the essence of planning culture and, in the literature of administrative sciences planned behavior is taken as an unquestioned data. So, the characteristics of physical determinants which lies on the base of such behavior and their reflections (=cultural characteristics) are neglected. In social sciences, when social facts are studied it is considered that preferred (non-technical) method determines in a large extent the quality of produced knowledge and, started with an acceptance of the idea of 'the civilization and culture are not different areas but they constitute a whol,e as affecting to each other' and as a result, it might be said that, planned behavior is a product of modernization idea and a behavioral pattern special to the western culture. Therefore planning is not a universal behavior pattern. In that context, it can be suggested that Turkish people have not values, attitudes and behaviors of planned acts. According to the author, the most important reason of the last argument is that; since Turkish culture is a part of eastern culture it is in a very weak position before the material one. So it leads to an inability to grasp the importance of time as in quantity and also, to direct or dominate the future. Lastly, the author has pointed out that the national plans are mainly the instruments of political and economic preferences although they are a product of planned behavior pattern.
