Özet
Yakın tarihimizin önemli kilometre taşlarından bir tanesi de anayasanın ikinci defa -1908 Devrimi ile- yürürlüğe konulmasıdır. Bu gelişme beraberinde seçimleri, parlamentonun açılışını, farklı bir yasama yürütme ilişkisini ama belki de her şeyden önemlisi çok partili bir hayatı getirmiştir. Ülke sorunları, anayasal rejim çerçevesinde iktidar muhalefet diyalektiğinde yeniden tanımlanmıştır. 1864 ve 1871 Vilayet Nizamnameleri ile taşrada yaratılan sistemin artık zamanın ihtiyaçlarına cevap vermediği herkes tarafından kabul edilen bir gerçekliktir. 1908 Dünyası tüm milliyetçi duyguları, emperyalist paylaşımları ile doludizgin bir şekilde dünya savaşına doğru akarken imparatorluğun yeni mirasçıları her tarafından su alan devlet gemisini kurtarmanın telaşına düşmüşlerdi. İktidarı elinde tutan İttihatçıların cevabı merkezci politikalardan yana iken monarşi yanlısı muhalefet, ademi merkezci politikaları çare olarak sunmaktaydı. "Ademi merkeziyet" H. Meşrutiyet döneminin en yakıcı gündemlerinden birisi idi ve dönem partilerinin taşra politikaları bu potadan geçerek şekillenmişti. Coşkulu, hırçın, acımasız ve tecrübesiz bir karaktere sahip meşrutiyet partileri her gündem maddesini kendilerini iktidara taşıyacak bir merdiven olarak görmüşlerdir. Taşraya karşı takınılacak politikanın rengi aynı zamanda çok uluslu bir imparatorluğun kaderinide belirlemiştir. Taşra bürokratik mekanizmasının düzenlenmesi, personel rejimi ve ademi merkeziyet derecesi, parti programlarının önde gelen maddelerini oluşturarak büyük tartışmalara neden olmuş nihayetinde de içinde barındırdığı tüm çıkmazları ile beraber cumhuriyetimize miras kalmıştır.
Abstract
One of the significant milestones of our contemporary history is re-proclamation of constitution with the Revolution of 1908. Elections, opening of parliament, a different course of executive and legislative systems, but may be the most important thing is that of multi-party system was embarked on by revolution. The issues of country were redefined by the dialectic of power and opposition on the base of constitutional regime. It was recognized that the system created by the Laws of Province of 1864 and 1871 were far to meet the needs of the inhabitants. In the World of 1908, the forthcoming World War I was on the scene all the aspirations of nationalism and the unwilling desires of imperialism ideas. Per contra, the new heirs of the empire were in the anxiety of saving the sinking state. The attitude of Unionists, who hold the power, was pro-centralistic while pro-monarchic opposition proclaimed de-centralistic policies as the cure. One of the critical agendas of Constitutional Period II was decentralisation. Therefore the provincial policies of parties of the Constitutional Period were embodied within this agenda. The naive, tyrannical, combative and enthusiastic parties of period considered every single item of agenda as a lift to take them to the power. Therefore the colour of the provincial policies would have determined the fate of multinational empire. All the struggles that caused by leading articles that placed in the schedules of the parties such as the regulations of the provincial bureaucratic mechanisms, the polity of personnel and the level of decentralisation had been becoming the heritages of our republic.
