Özet
Yolsuzluk ilk çağlardan beri insanlığın temel sorunlarından birisi olmuştur. Ancak yapılan araştırmalarda konunun bilimsel boyutuna değinilmemiş, tartışmalar daha çok skandallar üzerinden yürütülmüştür. Bu makalede amaç yolsuzluğun etmenlerini kişisel, örgütsel ve toplumsal olarak sınırlayıp, bunlardan "toplumsal" olanların yolsuzluk ile ne derecede ilgili olduğunun ampirik olarak belirlenmesidir. Ayrıntılı olarak gerçekleştirilen ekonomik araştırma, yolsuzluk yazını ve uluslararası kuruluşların savlarının aksine, kamu harcamaları büyüdükçe, o ülkedeki yolsuzluk düzeyinin düştüğünü göstermektedir. Küreselleşme ve ekonominin büyüklüğü ile yolsuzluk arasında da bir ilişki çıkmamaktadır. Öte yandan, kişi başına gelir, gelişmişlik düzeyi, cinsiyet gelişimi ve eğitim düzeyinin yüksek olduğu ülkelerde yolsuzluk düşük çıkmaktadır. Buna karşın gelir dağılımındaki eşitsizliğin ve enflasyonun yolsuzluk üstündeki olumsuz etkisi yolsuzluk yazınının önerdiği kadar güçlü değildir.
Abstract
Since the early ages, one of the fundamental problems of humanity has been corruption. However, recent discussions on the subject were not based on scientific aspects, but rather they hovered around a scandalizing dimension of corruption. The aim of this article is to identify the personal, organisational and social aspects of corruption, and to determine the empirical relationship between the social aspects of corruption in the literature and the corruption itself. Quite to the contrary of what is mainly accepted in the corruption literature and amongst the international agencies, a detailed econometric research suggested that the bigger is the public expenditure in a given country, the lower is the corruption. Again, no relation has been found between corruption and globalisation or the size of the economy. On the one hand, the corruption is found to be lower in countries where the personal income, the level of development, the gender development and the level of education are high. On the other hand, the adverse effect of income distribution and inflation on corruption is not as high as the literature suggests.
