Çin Ekonomisinde Cari İşlemler, Bütçe ve Tasarruf Dengesi Arasındaki İlişkinin Ampirik Analizi

Özet
Bu çalışmada Çin ekonomisinde cari işlemler dengesi, bütçe dengesi ve tasarruf-yatırım dengesi arasında anlamlı bir ilişki olup olmadığı araştırılmıştır. Başka bir deyişle Çin ekonomisinde üçüz açık hipotezinin geçerli olup olmadığı incelenmiştir. Kullanılan veriler yıllık olup 1985-2017 arası dönemde zaman serisi analizi yapılmıştır. Analizde yöntem olarak ARDL (Gecikmesi Dağıtılmış Otoregresif Model) sınır testi yaklaşımı kullanılmıştır. ARDL yönteminin tercih edilmesinin temel sebebi serilerin farklı durağanlık derecelerine sahip olmasıdır. ARDL yöntemi farklı durağanlık derecelerine sahip seriler için eşbütünleşme analizine izin vermektedir. Aynı zamanda ARDL analizi ile kısa ve uzun dönem etkiler birlikte incelenmektedir. Elde edilen analiz sonuçlarına göre Çin için üçüz açık hipotezi sorununa dair bir bulguya rastlanmamıştır. Uzun dönemde değişkenler arasında bir ilişki olmasa da kısa dönemde tasarruf dengesinden cari işlemler dengesine doğru pozitif yönlü bir nedensellik ilişkisi tespit edilmiştir. Tasarruf dengesindeki olumlu ve olumsuz değişmeler paralel olarak cari işlemler dengesini aynı yönde etkilemektedir. Çalışma, Çin ekonomisi ve benzer durumda olan ekonomiler için politika önerileriyle literatüre katkı sağlamayı amaçlamaktadır.
Abstract
This study investigated whether there is a significant relationship between current accounts balance, budget balance and savings-investment balance in the Chinese economy. In other words, it examined whether the triple deficit hypothesis is valid in the Chinese economy or not. The data used were annual and a time series analysis was conducted between the period of 1985-2017. In the analysis, the ARDL (Augmented Redistributed Lag) boundary test approach was used as a method. The main reason for choosing the ARDL method is that the series have different degrees of stability. The ARDL method enables the cointegration analysis for series with different degrees of stability. At the same time, short and long term effects are analyzed together with the ARDL analysis. According to the results of the analysis, we encountered no evidence of the matter of triple open hypothesis for China. Although there was no relationship between the variables in the long run, a positive causality relationship was determined from the savings balance toward the current accounts balance in the short run. Positive and negative changes in the savings balance affect the current accounts balance in the same direction. The study aims to contribute to the literature with political recommendations for the Chinese economy and similar economies.
