1982 Reform Yasası Sonrası Fransa'da Yerel Yönetimler ve Yerel Özerklik Şartı

Özet

1982 yılına kadar Fransa'da merkezi bir devlet yapısı vardır. Fakat, yerel yönetimler 1982 yerel yönetim reformu ile daha güçlü hale getirilmiştir. Bu nedenle, bu çalışmada, 1982'den sonra Fransa'daki yeni yerel yönetim yapısı incelenmiştir. Ayrıca, Türkiye'nin idari yapısı Fransa'dan esinlenildiği için, Türkiye'deki yerel yönetim yapısı ile Fransa'daki yerel yönetim yapısı karşılaştınlmıştır. Fransa, Avrupa Yerel Özerklik Şartı'mı imzalamış olmakla birlikte henüz onaylamamıştır. Şartı onaylamamış olmasına rağmen, Fransa'daki yerel yönetim yapısı bu Şart açısından değerlendirilmiştir.

Abstract

There was a centralist state structure in France until 1982. Local governments have been empowered by the 1982 Local Governments Reform. This study examines the new structure of local governments in France since 1982. Moreover, since the administrative structure of Turkey has imprints of French system, the structure of local governments in Turkey is compared with that of France. The European Charter of Local Self-Govemment had been signed -but not ratified- by France. Even thought France has not ratified the Charter, the structure of local governments in France was evaluated with reference to the Charter.
