A Suggestion for a Concept Defining the Studies on Public Administration in Turkey: Ideametric (Ölçücülük)

Özet

Toplumsal gerçeklik açıklanırken, merkez ve çevre kapitalist ülkelerin üretici güçleri arasındaki gelişkinlik farkının yarattığı zaman mesafesinin, kavramsal çerçevenin kurulması ve araştırma yönteminin belirlenmesinde bağımsız bir değişken olarak düşünülmesi gerekmektedir. Bu mesafe, üretim örgütlenmesinin yapısal bir sonucu olmasına karşın, özellikle Türkiye başta olmak üzere çoğu çevre kapitalist ülkede, siyasal ve yönetsel kurumların “reformu” ile kapatılmak istenmektedir. Türkiye’deki kamu yönetimi incelemesinde de; uygulama odaklılığı ve sorun-çözücü niteliği belirgin olan ABD kamu yönetiminin araştırma yöntemi kullanılarak, önceden tanımlanmış ve doğrudan veya dolaylı olarak sömürgeci zorlamayla belirlenmiş bir nitelik taşıyan “uygulamanın” sorunlarına odaklaşılmakta ve böylece, kamu yönetimi incelemesi, kamu yönetimi uygulamasında olduğu gibi, toplumsal yapının dönüştürülmesinin bir ajanı olarak konumlandırılmaktadır. Bundan dolayı, Türkiye’deki kamu yönetimi incelemesinin araştırma yöntemini; merkez kapitalist ülkelerde üretilen kavramların ve kuramların ideal, değişmez hatta aşkın olarak alınmasını, bu ideal, aşkın kavram ve kuramların temel özelliklerinin her yerde ve her zaman geçerli bilimsel doğrular olarak kabul edilmesini ve bunlara ulaşma derecesinin belirlenmesini ölçücülük olarak adlandırdığımız bir kavram ile tanımladık. Yöntemsel bir içerik taşısa da, kavramın temeli, soyut önermeler değil, Türkiye’nin sürekli bir yönetsel “reform” sürecinde olması yani maddi gerçekliktir.

Abstract

This article has a critical approach to the methodology employed by the public administration studies conducted in Turkey. It offers a new-produced concept (“ideametric”) as defining their methodology that led to unrealistic explanations about the social reality. So, what the author says is that, time distance stems from the difference between the development level of productive forces in central and periphery capitalist countries has to be regarded as an independent variable in constructing conceptual framework and determining the research method in explaining social reality. The distance -although is a structural outcome of the production-organisation- has been desired to veil by the political and administrative institutional “reform” in most of the periphery capitalist countries and especially in Turkey. “The problems of the “practice” are focused which has a characteristic defined and determined with colonialist/imperialist forces directly or indirectly before and thus, the examination of the public administration is positioned as an agent for conversion of the social structure, as in the practication of the public administration using the research method of the USA whose practice focusing and problem-solving characteristic is clear in the research of the public administration in Turkey. Therefore, we have defined as ideametric the research method of the public administration discipline, considering the concepts and theories produced in the central capitalist countries as ideal, unchangeable and even transcendent, accepting the basic features of these ideal and transcendent concepts and theories as valid scientific truth everywhere and all the time, finding the level to attain to obtain these. The basis of the concept is Turkey’s being in the administrative reform process continuously, meanly the social formation, not abstract theorems.”
