Özet

2017 Anayasa değişikliği ile, başkanlık sisteminin vazgeçilmez ögelerini içermeyen ve bu sistemi parlamenter sisteme ait bazı ögelerin dahil edilmesiyle başkalaştıran bir sistemin getirilmiş olduğu görülmektedir. Bu sistemin, odak noktasını başkan ya da Anayasadaki nitelendirme ile Cumhurbaşkanı oluşturmaktadır. Yürütmenin tek başlı oluşu, parlamenter hükümet sisteminin terk edildiğini göstermekle birlikte monist tek başlı yürütmenin, sistemi başkanlık sistemi olarak nitelendirmek için yeterli olmadığını göstermektedir.

Abstract

With the constitutional amendment in 2017, it is seen that a system that does not contain the indispensable elements of the presidential system and that transforms the Presidential system with the inclusion of some elements belonging to the parliamentary system is introduced.
