GÜMRÜK VE GÖZETİM UYGULAMASI

Özet

Ülkeler kendi ekonomilerini geliştirmek için dış ticaretteki gelişmeleri izler veya gözlemler ya da bunları kayıt altına almaya çalışırlar. Gözetim uygulamasında amaç; ithalattaki gelişmelerin izlenmesi/gözlemlenmesidir. Bu amacın gerçekleştirilebilmesi için gözetime tabi eşya ithalatında gözetim belgesi gerekmektedir. Ancak, söz konusu gözetim uygulaması ilgili olduğu düzenlemelere aykırı bir şekilde uygulanmaktadır. Bu da beraberinde birçok sorunu getirmektedir. Bu çalışmada; gümrük idarelerince uygulanan gözetim uygulamaları üzerinde durulmuş ve bazı öneriler getirilmiştir

Abstract

Countries monitor or observe developments in foreign trade to develop their economies or they try to record them. The aim of surveillance applications is monitoring the developments in import. In order to achieve this objective, surveillance document is required in order to realize the imports of goods subject to surveillance. However, these surveillance applications are applied in a manner contrary to the regulations to which they relate. This brings many problems. In this study; have focused on surveillance applications implemented by the customs administrations and some suggestions have been made
