Özet
Bu çalışmanın amacı, II. Meşrutiyet devri askeri meclislerinden Askeri Şurayı incelemektir. Askeri Şura, II. Meşrutiyet Devri 'nde askeri alanda temel değişikliği temsil eden bir meclistir. Bu meclis, II. Meşrutiyet'ten hemen sonra kurulan Meclis-i Mehamm-ı Harbiye 'nin yerine kurulmuştur. İkinci Meşrutiyet'in ilanını takip eden dönemde İttihat ve Terakki liderleri, yönetimde tecrübeli olmadıkları düşüncesiyle, hükümeti eski politikacılara teslim etmek zorunda kalmışlardır. Meclis-i Mehamm-ı Harbi-ye'nin üyeleri de eski Abdülhamid bürokratlarından oluştuğu için yeni dönemde etkili olamamıştır. Heyet üyesi Ahmet İzzet Paşa, yeniliklere öncülük etmekle birlikte bunların hepsinde başarılı olamamıştır. Sonunda Enver Paşa 1914'te başkomutan olduğu zaman meclis lağvedilmiştir.
Abstract
The purpose of this study is to analyze Şuray-ı Askeri (Military Council), one of the military councils of the Second Constitutionalist Era. Şuray-ı Askeri was a council that represented a fundamental change in the field of the military. This council replaced Meclis-i Mehamm-ı Harbiye, which was founded right after the Second Constitutionalist Era. During the period following the Second Constitutionalist Era, convinced that they were too inexperienced in governing, the leaders of the Committee of Union and Progress had to hand over political power to former politicians. Besides, the members of Meclis-i Mehamm-ı Harbiye failed to be influential since they were comprised mainly of Abdülhamid's bureaucrats. After founding, the Military Council investigated many military issues. Despite his pioneers hip in reforms, Ahmet İzzet Pacha, one of the members of the Committee, was unable to accomplish all of them. Finally, the Military Council was abolished, when Enver Pasha became commander-in-chief in 1914.
