Özet
Devlet memurluğu, asli ve sürekli bir kamu hizmetidir. Memurluk, kamu hizmeti olma özelliğini bünyesinde bulunduran bir meslek olduğu içindir ki, memurun görev yaparken kendisini tam bir emniyet içerisinde hissetmesi gerekir. Görev gereklerinin ifası esnasında, kendisini şikâyet edilme tehdidi altında hissetmemesi, icra ettiği görevden kaynaklı olarak takdir yetkisini hukukun sınırları içerisinde kullanabilmesinin temini kamu hizmetlerinin sunuş kalitesi ile de doğrudan alakalıdır.
Abstract
The civil service is a primary and permanent public service. Since the civil service is a profession that includes the public service, the officer must feel fully confident in his duty. During the performance of the duty requirements, the fact that he does not feel threatened to complain and that he can use his discretion within the boundaries of the duty is directly related to the presentation quality of public services.
