Özet
Bu çalışmada Türkiye 'de çeyrek asırlık geçmişe sahip metropoliten yönetim sisteminin kuruluş ve gelişim süreci incelenerek bu süreç içinde Kayseri Büyükşehir Belediyesinin yapılanması ve son yasal düzenlemelerin etkileri değerlendirilmiştir. 1980 sonrası özellikle sanayileşmenin getirdiği dinamiklerle hızlı bir kentleşme ve dönüşüm süreci içine giren Kayseri 'de, metropoliten yönetim sistemi altında beklenen gelişmenin sağlandığını söylemek mümkün değildir. Çalışmada varılan temel sonuç, yasal ve siyasal dinamiklere bağlı olarak yerel yönetim yapısı şekillenen Kayseri'de bu durumun bü¬tüncül bir kentleşmenin sağlanamamasında en önemli etkenlerden biri olduğudur.
Abstract
This study examines the structuring and development of metropolitan gov¬ernment system in Turkey, which has a quarter century history, and evaluates the establishment of Kayseri Metropolitan Municipality and the impacts of recent legal arrangements on it. Although, dynamics especially caused by the industrialization after the 1980s in Turkey have brought about rapid urbanization and transformation in Kayseri metropolitan area, it is hard to say that the expected development has been achieved under metropolitan government system. The main conclusion of this study is the fact that one of the most important obstacles to the integrated urbanization in Kayseri is that the structuring of local government due to legal and political dynamics in the city.
