Özet

Şehirdeki suç oranlarını azaltmak için Compstat modelini geliştiren New York Şehri Emniyet Teşkilatı 'ndan sonra, Baltimore Belediyesi belediye hizmetlerini daha iyi sunabilmek amacıyla Compstat yaklaşımını esas alarak CitiStat (KentStat) modelini geliştirmiştir. Bu sistemde Belediye başkanı, üst kademe yöneticiler ve daire başkanları stratejik plan ve performans standartları saptamakta ve belirlenen amaçlara ulaşmak için stratejiler geliştirmektedirler. Verilen hizmetlerin coğrafi bilgi sistemleri kullanılarak denetlenmesi ve haftalık yapılan KentStat toplantılarında daire amirlerinin faaliyetlerinin sorgulanmasının kurumun performansını arttırdığı gözlemlenmiştir. Bu çalışmada; Amerikan kamu yönetiminde performans gelişimine yönelik faaliyetler inceledikten sonra, etkili ve verimli kamu hizmeti sunmak için geliştirilen KentStat yaklaşımının uygulanması ile ilgili hususlar ele alınmıştır. Ayrıca, KentStat yönetim modelinin Türk Kent yönetim sisteminde uygulanabilirliği ve bu sistemin sağlayacağı katkılar tartışılmıştır.

Abstract

Based on the Compstat approach, developed by the New York Police Depart-1 ment to reduce crime, Baltimore City created the CitiStat model to improve the performance of city government services. In This approach, top managers of agencies and the Mayor's Office develop a strategic plan, set performance standards and focus on strategies to meet these goals. The Mayor's Office monitors the performance of city agen- 1 cies through the use of Geographic Information Systems and questions agency heads during weekly CitiStat meetings. Thus, the implementation of CitiStat contributes to the improvements in service delivery. His paper first provides a brief overview of quality improvement efforts in the United States. The paper then discusses issues and strategies in implementing a CitiStat approach to improve the efficiency and effectiveness of public services. Finally, it investigates whether CitiStat can be implemented by local administrations in Turkey and addresses the potential benefits of CitiStat.
