Özet
Bu makalenin amacı, belediyelerden satın aldığımız hizmetler karşılığında ödedi- ğimiz aşırı bedelin farklı gelir grupları üzerindeki etkisini ortaya koymak ve bu aşırı fi- yatlandırmanın nedenleri üzerinde akıl yürütmektir. Bu amaçla, Ankara Büyükşehir Be- lediyesi tarafından sunulan su, ulaşım ve doğalgaz hizmetleri mercek altına alınmış ve adı geçen hizmetlere ödenen ücret artışı enflasyondaki artışla karşılaştırılmıştır. Her üç hizmet için de ücret artışının enflasyon oranının çok üzerinde olduğu görülmüştür. Bu- nunla birlikte ilk %20’lik gelir grubunun bu üç temel hizmet için gelirlerinden daha bü- yük bir pay ayırdıkları düşünüldüğünde bunun düşük gelirli aileler için olumsuz etkiler yaratacağı ortadadır. Bu aşırı fiyatlandırmanın başlıca nedenleri; belediyenin başka alanlardaki harcamalarına kaynak yaratmak, belediye şirketlerini aşırı kârlı hale geti- rerek özelleştirme için çekici kılma ve kentsel yayılmadan kaynaklanan artan kentsel yönetim maliyetlerini halka yansıtmaktır.
Abstract
The aim of this article is to investigate the effects of excessive prices paid for municipal services on different income groups, and to discuss the causes of this excessi- ve pricing. For this purpose, three services, namely, water, transportation and natural gas provision provided by the Ankara Metropolitan Municipality are scrutinized and the rates of price increase of these three services are compared with the rate of increase in inflation. It is observed that the rates of price increase of these three services are much higher than rate of increase in inflation. Additionally it is obvious that these excessive prices have much more negative impact on low income groups considering that they al- locate higher proportion of their income for these three basic municipal services than other income groups. For the main reasons of this excessive pricing for municipal ser- vices the followings can be argued: to create financial resources for other expenses; to make municipal enterprises attractive for privatization by making them extremely profi- table; to reflect the increasing costs of proving services due to urban sprawl.
