Özet
1990 sonrası Batı Avrupa kentlerinde artan işsizlik toplumsal kutuplaşmaya ve sosyo-mekânsal ayrışmalara neden olmuştur. Almanya, bu sorunlarla baş edebilmek amacıyla 1999 yılında, mahalle-temelli bir program olan, Sosyal Şehir Programı'nı uygulamaya başlamıştır. Program, yoksul mahallelerdeki yaşam koşullarını iyileştirmeyi, yerel katılım yoluyla dezavantajlı kesimleri güçlendirmeyi ve böylelikle toplumsal gerilimleri azaltmayı amaçlamaktadır. Bu makale, programın Berlin uygulamasına odaklanmaktadır. Diğer eyaletlerden farklı olarak Berlin'de mahalle meclislerinden oluşan bir yerel katılım modeli uygulanmaktadır. Makalede bu yerel katılım modeli irdelenmekte ve mahalleli katılımının önündeki engeller tartışılmaktadır. Bir saha çalışmasına dayanan bu araştırma, programın kadınlar ve eğitim çağındaki çocuk ve gençler üzerinde olumlu etkileri olduğunu ortaya koymaktadır.
Abstract
Increasing unemployment in the post-1990 period led to social polarization and socio-spatial decompositions in Western European cities. Germany introduced the Social City Programme, which was a neighborhood-based programme in 1999 in order to be able to cope with these problems. The programme aims to improve life conditions in deprived neighborhoods, empower disadvantaged people through local participation, and thus, mitigate social tensions. This article focuses on application of the programme in Berlin. Unlike other states, a local participation model composed of neighborhood councils is applied in Berlin. The article analyses this local participation model and addresses the obstacles faced by residents' participation. Based on a fieldwork, this study has found that the programme has positive effects on women and children and nbteenagers at school age.
