Özet
Türkiye'de 1980 sonrasında küresel piyasa ekonomisinin en önemli ayağı olan neoliberal politikalar uygulanmaya başlamıştır. Bu uygulamalar ile birlikte refah devletinin ekonomik ve sosyal amaçları doğrultusunda bazı sektörlere uyguladığı destekler, devlete yük bindirdiği gerekçesiyle kaldırılmıştır. Bu uygulamaların önemli sonuçlarından biri de tarım sektörü üzerinde ortaya çıkmıştır. Zira uzun yıllar boyunca korunan tarım sektörüne uygulanan desteklerin birçoğu ortadan kaldırılmıştır. Bu durum tarımsal üretimi ve istihdamı düşürmüş ve kırsal alanda oluşan işsizlik ve yoksulluktan dolayı, kırda tutunamayan nüfus, kentlere doğru göç ederek kentsel yoksulluğu derinleştirmiştir. Bu çalışmada, Diyarbakır'ın köylerinde yapılan saha araştırmasından toplanan veriler üzerinden, tarımdaki dönüşüme bağlı olarak oluşan işsizlik ve yoksulluk tartışılmaktadır
Abstract
Neo-liberal policies, which are the most important pillar of the global market economy, started to be implemented after 1980 in Turkey. Government aids applied to some sectors in line with the economic and social objectives of the welfare state with these implementations were removed due to the burdens on the state. One of the most important outcomes of these implementations has manifested itself in agriculture sector. Most of the government aids to the agriculture sector, which has been protected for a long time, have been removed. Thus, agricultural production and employment have declined, and the rural populations, due to the unemployment and poverty, have migrated to cities to deepen urban poverty. In this paper, unemployment and poverty that have emerged owing to the transformation in the agriculture are discussed based on the data gathered from the field research conducted in the villages of Diyarbakır.
