Özet
Rusya Federasyonu’nda son otuz yılda yaşanan hükümet sistemi değişimi, Rus yönetim geleneğine bağlı olarak açıklanabilir. Sovyetler Birliği döneminde hükümet şekli sosyalist yapılanmaya göre düzenlenmiştir. Ardından politika transferleriyle Fransa’dan alınan yarı başkanlık sistemi, Rusya’nın hükümet sistemine uyarlanmıştır. Ancak, merkeziyetçi eğilimler Rusya’yı yürütmenin daha güçlü olduğu bir hükümet sistemine yöneltmiştir. Hâlihazırda Rusya’daki hükümet sistemi, güçlendirilmiş bir yarı başkanlık modeli olarak ifade edilmektedir. Bu çalışma ile Rusya örneğinde, güçlü yürütmenin, başkanlık sistemine geçiş için bir ara yol olup olmadığı sorgulanacaktır. Sovyet sonrası yaşanan değişim süreçlerini hedef alan çalışma, reformlar kapsamında incelenerek yarı başkanlık ve başkanlık yönetim sistemleri ekseninde değerlendirilecektir. Bu bağlamda, yapılan çalışmada Rusya Federasyonu deneyimi ve güçlendirilmiş başkanlık sisteminin nedenleri ve yaşanan değişim süreçleri incelenecektir.
Abstract
Government system changings in the Russian Federation over the last thirty years can be explained by the tradition of Russian administrative system. During the Soviet Union period, the government was organized according to the socialist structure. Until from 1993 the semi-presidential system, taken from France with policy transfers and adapted to the Russian government system. However, the centralist tendencies in Russia have led the political system toward a stronger executive model and the present governmental system in Russia is expressed as an empowered semi-presidential model. In this study, it will be questioned whether the empowered semi-presidential system is a way to go to the presidential system in Russian Federation. The study aims within the scope of the reforms at post-Soviet period to evaluate on the axis of semi-presidential and presidential governmental systems. In this context, causes and processes of an empowered presidency and Russian Federation experience will be examined in this study.
