Abstract
In this study, in order to reveal the existence of legal standing in theactions for annullment, suggestions have been tried to be made by makingobservations about the meaning and content of the legitimate interest, thepossible relationship with the abuse of right, the manner of appearance in the cases and the approach of the courts. In this regard, in view of the legitimateinterest in the Council of State's decisions, in order to realize the purpose of theactions for annullment, it has been entered into the discussion of the postpriorityof the legitimate interest research in the initial review stage and it hasbeen tried to develop a way of thinking that reveals what should be for notconverting the interpretation of legitimate interest into a merit review.
