Özet
Çalışma, Türkiye’de 1990’lı yıllardan bu yana sağlık, eğitim, istihdam, sosyal güvenlik ve diğer refah uygulamaları açısından yasal ve kurumsal değişimleri bir bütün olarak devletin biçiminde bir değişimin unsurları olduğu varsayımından hareket etmektedir. Bu değişimin sınıf mücadelelerinin sonucunda şekillenen sermaye birikim rejimindeki dönüşümün bir parçası olan devletin kurumsal olarak dönüşümünün bir uzantısı olduğunu iddia etmektedir. Özellikle dünyada refah politikalarının ve kurumlarının yeni biçimlerini ve bu süreçte devletin toplumsal yeniden üretim sürecinde oynadığı rolü analiz eden makale, refah sistemlerinin geçirdiği çok boyutlu dönüşümü ele almakta, böylece refah devletinin tasfiyesi olarak tartışılan süreci Türkiye özelinde tartışmaya açmaktadır. Makale, söz konusu dönüşümü, düzenleme yaklaşımı çerçevesinde ele almakta ve Türkiye’de refah devletinin sermaye birikim rejimi ve bunun kurumsal düzenlemeleri yoluyla ortaya çıktığını savunmaktadır. Bu süreçte basitçe refah devletinin tasfiyesinden bahsedilemeyeceğini, daha çok Fordizme özgün olarak şekillenmiş Keynesyen Refah Devletinin Yaygın, Neoliberal Birikim Rejimi çerçevesinde kurumsal olarak yeniden şekillendiğini iddia etmektedir. Türkiye’de de benzer bir dönüşüm sürecinin yaşandığını vurgulayan çalışma, bu çerçevede Türkiye’de refah devletinin ve refah kurumlarının Neoliberal dönüşüm sürecinde bazı sapmaların olduğunu belirtmektedir. Bunun da AKP’nin siyasal ve toplumsal olarak varlık unsuru olarak gördüğü iki uluslu hegemonik projesinde bağımlı sınıfarın rızasını almaya yönelik politika ve kurumsal tercihlerinden kaynaklandığını vurgulamaktadır. Çalışma, Türkiye’de refah devletinin bağımlı sınıfara yönelik bir kontrol mekanizması işlevinin yanı sıra sermaye birikim rejiminin bir parçası olan düzenleme biçimi olarak işlev gördüğünü ve kamusal alanda kristalleşmiş sınıf mücadelelerinin sonucunda ortaya çıkacak yeni kurumsal biçimler halinde şekilleneceğini öne sürmektedir.
Abstract
This paper acts on the assumption that the legislative and institutional transformations in health, education, employment, social security and other welfare provisions in Turkey since 1990’s are that the elements of a change in the form of the state form as a whole and claims that these policy changes are an extension of the state’s institutional change which is part of the capital accumulation regime that are shaped by result of the class struggle. The article that analyses especially new forms of welfare policies and institutions in the world, and the role of the state in the social reproduction process, is addressing the transformation of the welfare system in multidimensional level, so that the process discussed in the liquidation of the welfare state is open to discussion in the case of Turkey. The article, analyse this transformation within the framework of Regulation Approach and has argued that the welfare state in Turkey has been emerged as a result of the capital accumulation regime and its institutional arrangements. The paper argues that this process cannot be simply referred to the liquidation of the welfare state, but rather to institutional restructuring of the Keynesian Welfare State which was shaped by Fordist accumulation regime in the framework of the Lean Neoliberal Accumulation Regime. The paper, stressed that there had been a similar transformation process in Turkey, but there are some deviations in the Neoliberal transformation process of the welfare state and welfare institutions, which was caused by the AKP’s political and social ontological strategy which is depended on two nations hegemonic project aimed at obtaining the consent of the dependent class and institutional preferences. The article suggests that the welfare state which is a structural control mechanism for the dependent class, functions as a mode of regulation in the process of capital accumulation in Turkey, at the same time and will be institutionalised in the new forms as a result of class struggles which crystallise in the public sphere.
