Özet

Bu çalışma Türkiye örneğinde yerel seçimler bağlamında oy verme davranışları ile ekonomi politikaları ilişkisi üzerine odaklanmıştır. Bunun için öncelikle politik iş çevrimleri ve makroekonomik başarım endeksleri üzerine olan literatür ele alınmıştır. İkinci bölümde ilgili literatürde de öne çıkan ve oy verme davranışı üzerinde etkili olduğu düşünülen enfasyon ve işsizlik oranlarına dayalı olarak, 2005-2018 dönemi için 26 alt bölgede “Bölgesel Ekonomik Hoşnutsuzluk Endeksi” (BEHE) değerleri hesaplanmıştır. Böylelikle 2005-2018 yılları arasında bölgesel düzeyde hoşnutsuzluğun seyri anlaşılmaya çalışılmıştır. Daha sonra BEHE değerleri ile yerel seçim sonuçları bir arada değerlendirilerek, iktidar partisinin yerel seçimlerde aldığı oy oranındaki değişim ile BEHE’deki değişimler arasındaki olası ilişki incelenmiştir. Nihai olarak 26 alt bölgenin 23’ünde BEHE’deki iyileşmenin iktidar partisinin oy oranına yansıdığı tespit edilmiştir. Çalışmanın sonuçları, BEHE değerlerinin iktidar partisinin yerel seçimlerdeki oy oranı üzerinde etkili olduğunu düşündürmektedir. Bu tespitten hareketle 2019 yerel seçimlerinde, BEHE verilerinde 2017 ve 2018 yılında görülen çarpıcı yükselişle ilişkili olarak iktidar partisinin oy oranının düşeceği öngörülebilir.

Abstract

This study has focused on the relation between the voting behavior and the economic policies in the context of the local elections in Turkey. For this purpose, firstly it has addressed the literatures on the “Political Business Cycle” and “Macroeconomic Performance Index”. In the second part, the “Regional Economic Discomfort Index” (REDI) which consists of the regional infation rates and regional unemployment rates have been calculated for 26 regions and 2005- 2018 period. In literature these two indicators are considered among the most significant indicators to measure the different discomfort indexes. Using these indicators the general situations of discontent in these regions have been revealed. After that, the figures of REDI and the results of the local elections in terms of the ruling party have been evaluated together and the possible relation between these two facts have been examined. Consequently, it is found that, in twenty three of the twenty six regions, the ruling party increased its vote in compatible with the recovery in REDI figures in these regions. According to these findings it has been considered that the REDI figures have effects on the results of local election. Depending on the results of this study it is expected that the ruling party will decrease their vote in 2019 local elections because of the dramatic increase in the REDI figures in 2017 and 2018
