Özet

Yemen’in dönüşümü için yapılan hazırlıkların ve iç savaştan kaçı- nılmasının önemli bir parçası olan Yemen Ulusal Diyalog Kongresi (UDK), Yemen’in başkenti Sana’da göstericilere karşı yapılan sert mü- dahalenin ikinci yıldönümü olan 18 Mart 2013’te toplandı. Katılımcılar arasında siyasi parti temsilcilerinin yanı sıra yıllardır merkezi hükümet ile ihtilaf halinde olan Güney’in ve Huti’nin temsilcileri, gençler, ka- dınlar ve sivil toplum örgütlerinin temsilcileri de yer aldı. Sürecin başa- rısını değerlendirmek için henüz çok erken olup, bu yazıda bunun yerine, öncelikle Yemen’deki ihtilafların arka planına kısaca değinilecek olup, bunu müteakip sürecin günümüze kadar işleyişi, Körfez Ülkeleri İşbirliği Konseyi’nin 2011 yılında yaptığı arabuluculuğu ve Dönüşüm Süreci için Uygulama Mekanizmaları Anlaşması üzerine yaptığı değerlendirmeleri de kapsayacak şekilde açıklanacaktır. Son olarak ise Ulusal Diyalog Kongresi süreci anlatılacak ve hala çözülmeyi bekleyen bazı sorunlar belirlenecektir.

Abstract

As a critical part of the arrangements for Yemen's transition and to avoid civil war the Yemeni National Dialogue Conference (NDC) convened on 18 March 2013, the second anniversary of a vicious crackdown on protesters in Yemen's capital, Sana'a. Among the participants, alongside representatives of the formal political parties, were representatives of the South and the Huthi, two groups that been in conflict with the central government for decades, as well as youth, women and representatives of civil society. This note cannot predict the outcomes of the NDC and it is premature to assess the success of the process. Instead, following a brief background to the conflict in Yemen, this note explains the process up to now, including the settlement brokered by the Gulf Cooperation Council in 2011 and its elaboration in the Agreement on the Implementation Mechanism for the Transition Process, describes the NDC process and indicates some of the issues that remain to be resolved.
