Özet
Ödemeler bilançosu, bir ekonomide yerleşik kişilerin diğer ekonomilerde yerleşik kişiler ile belli bir dönem içinde yapmış oldukları ekonomik işlemlerin sistematik kayıtlarını özetleyen istatistiki bir rapordur. Ödemeler bilançosu, cari işlemler hesabı, sermaye hesabı, finans hesabı, resmi rezervler hesabı ve net hata ve noksan hesaplarından oluşur. Uluslararası Yatırım Pozisyonu ise bir ekonomideki yerleşik kişilerin yurt dışı yerleşik kişilerden olan finansal alacakları ile rezerv varlık olarak tutulan altın şeklindeki finansal varlıklarının ve yerleşiklerin yurt dışı yerleşik kişilere olan finansal yükümlülüklerinin belli bir tarihteki stok değerini gösteren istatistiki bir tablodur. Uluslararası Yatırım Pozisyonu, bir stok değişkendir. Bu tablonun içerdiği kalemler ile ilgili gelir ve giderler ise akım değişkendir ve ödemeler bilançosunun cari işlemler bilançosu kaleminde yer alan birincil gelir hesabında kayıt altına alınır. Türkiye gibi gelişmekte olan ülkeler 2000’li yıllardan beri cari açığını finanse etmek amacıyla dış kaynağa ihtiyaç duyduğu için birincil gelir hesabında kayda değer açık vermeye başlamışlardır. Bu çalışmada 2000-2016 dönemi için Türkiye ekonomisinin Uluslararası Yatırım Pozisyonu ve onunla ilgili birincil gelir hesabının gelişimi analiz edilecektir. Çalışma geleceğe yönelik politika önerileri ile sonuçlanacaktır.
Abstract
The balance of payments is a statistical statement that summarizes economic transactions between residents and nonresidents during a period. It consists of the current account, the capital account, the financial account, the official reserves and net errors and omissions. The International Investment Position (IIP) is a statistical statement that shows at a point in time the value and composition of financial assets of residents in an economy, which are claims on non-residents and gold bullions held as reserve assets, as well as the value and composition of their financial liabilities to non-residents. IIP is a stock variable. Claims and liabilities related to IIP are flow variables and recorded in the primary income account which is one of the sub accounts of the current account. As such developing countries as Turkey have needed external sources to finance their current deficit since 2000s, they have begun to give remarkable deficit in the primary income account. In this study, the development of the IIP and the primary income account related to IIP of Turkish economy is analyzed for the period 2000-2016. The study presents some policy recommendations for the future.
