Özet
Bu çalışmada, devlet bütçe gelir ve gider tahminleri ile gerçekleşmeleri arasındaki sapmalar doğrultusunda politik istikrarsızlık ile bütçenin tutarlık ilkesi arasındaki ilişkinin tespiti amaçlanmıştır. Bir başka ifade ile çalışmada, bütçe dokümanlarında yer alan hedeflerin tutarlılığı, performans denetimi ve politik istikrarsızlığın belirleyicileri üzerinden bütçeye etkileri değerlendirilmiştir. Konu çerçevesinde belirlenen değişkenler ile yapılan analizde, Türkiye’de 1984-2018 dönemine ait veriler ile ARDL yöntemi kullanılarak, politik istikrarsızlığın bütçe tahminlerini ve gerçekleşmelerini ne ölçüde etkilediği değerlendirilmiştir. Çalışmada ayrıca 2006 yılında gerçekleştirilen bütçe sistemindeki yapısal değişimin bütçe hedeflerine ulaşma noktasında olumlu etki yarattığı bulgusu elde edilmiştir. Çalışma sonucunda, gelecekteki tahmin tutarlığını sağlamak ve politik istikrarsızlığın yol açabileceği sorunları iyileştirmeye yönelik çözüm önerileri geliştirilmiştir.
Abstract
In this study, it is aimed to determine the relationship between the political instability and the consistency of the budget in line with the deviations between the government budget revenue and expenditure estimates and their realizations. In other words, the study evaluated the consistency of the objectives in the budget documents, the performance audit and the effects of the political instability on the budget. In the analysis performed with the variables identified in the framework of the subject in Turkey by using the ARDL method with data for the 1984-2018 period, the budget estimates and the realization of political instability assessed to what extent the effects. In addition, it was found that the structural change in the budget system realized in 2006 had a positive effect on the achievement of budget targets. As a result of this study, solutions for improving the consistency of forecasting and problems that may be caused by political instability were developed.
