Özet
Birleşmiş Milletler (BM) Mültecilerin Hukuki Statüsüne İlişkin 1951 Sözleşmesi’ne göre mülteci "ırkı, dini, milliyeti, belli bir sosyal gruba mensubiyeti veya siyasi düşünceleri nedeniyle zulüm göreceği konusunda haklı bir korku taşıyan ve bu yüzden ülkesinden ayrılan ve korkusu nedeniyle geri dönemeyen veya dönmek istemeyen kişi"dir. Sığınmacı ve mülteciler, güç yaşam koşulları, barınma, beslenme ile ilgili sorunlar, sağlık hizmetlerine ve sosyal hizmetlere ulaşımda güçlükler, şiddet vb. pek çok nedenle sağlık açısından en savunmasız gruplar arasındadır. Sığınmacı ve mültecilere yönelik sağlık hizmetleri ülkeden ülkeye değişmekle birlikte gelişmiş ülkeler de dahil olmak üzere istenen düzeyde değildir. Mülteciler dünya çapında danışmanlık, temel sağlık hizmetleri ve koruyucu hizmetler, tanı, tedavi olanakları ve ilaca erişim konusunda ciddi sorunlar yaşamaktadır. Dünyada ve Türkiye’de önemli bir sorun olan ve dünyada artan eşitsizlikler, çatışmalar ve iklim değişiklikleri ile birlikte giderek daha büyük bir sorun olacağı tahmin edilen sığınmacı ve mülteciler sorunu, tüm yasal düzenlemelere rağmen sürmektedir. Bu kişilerin insan hakları çerçevesinde muamele görmeleri ve kalıcı yerleşmeleri sağlanana kadar özellikle beslenme, barınma ve sağlık hizmetleri gibi temel hizmetlerden faydalanmaları için hükümetler, sivil toplum kuruluşları ve üniversitelerin hem küresel hem de ülkeler düzeyinde daha yoğun çabasına gereksinim bulunmaktadır.
Abstract
United Nations Convention Relating to the Status of Refugees (1951) defines refugee as "A person who owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country; or who, not having a nationality and being outside the country of his former habitual residence as a result of such events, is unable or, owing to such fear, is unwilling to return to it.” Factors such as difficult living conditions, housing problems, nutritional problems, poor access to health and social services and violence cause refugees and asylum seekers to be among the most vulnerable groups with respect to health. Although some variations exist between countries, health care services for refugees and asylum seekers are insufficient throughout the world. They encounter significant problems with counseling services, primary health care and preventive services as well as diagnosis and treatment options and access to essential medicines. In spite of legal improvements, issues concerning refugees and asylum seekers have been and will continue to be significant challenges as a consequence of increasing inequalities, conflicts and climate changes both in Turkey and the world. Therefore, governments, non-governmental organizations and universities need to scale up their efforts both at the country and global level, for refugees to benefit from services related to nutrition, housing and health care until their final destinations are determined.
