Yeniçeri Ocağı’nın Kaldırılmasından Sonra Devam Eden “Yeniçerilik Gayretkeşliği” Üzerine Bazı Düşünceler

Özet
Gaza ve cihat anlayışını benimseyen Osmanlı Devleti, fetihlerin artması ve sınırlarının genişlemesi üzerine daimî ve merkezî bir orduya ihtiyaç duymuştur. Bu ihtiyaç üzerine Osmanlı fetih politikasına uygun yeniçeri ocağı kurulmuştur. Yeniçeriler, zamanla Osmanlı’nın en önemli askerî gücü haline gelmiştir. Bir taraftan ocağın kanun ve nizamlarında meydana gelen değişiklikler bir taraftan da Devlet’in yaşadığı sosyal ve ekonomik bunalım ocağın bozulmasına neden olmuştur. Yapılan ıslahat çalışmaları da başarısız olunca II. Mahmud tarafından ocak, kaldırılmıştır. Ocağın kaldırılmasından sonra yeniçerilik gayretkeşliği ile Anadolu ve Rumeli’de olaylar çıkmış ve ülkede huzur ve güven kalmamıştır. Devlet, bu olayları önlemek için gerekli tedbirleri almaya çalışmıştır. Alınan tedbirlerden biri, olayların çıkmasına sebep olan veya olaylara katılanların nefy (sürgün) ve idam cezası ile cezalandırılmalarıdır. Bu çalışmada, Yeniçeri Ocağı’nın kaldırılmasından sonra devam eden olaylara karşı Devlet’in aldığı önlemler çerçevesinde yeniçerilik iddia edenlere verilen sürgün ve idam cezası değerlendirilecektir.
Abstract
The Ottoman Empire adopting the idea of Gaza and Jihad needed a permanent and central army due to the increase of the conquests and the expansion of its boundaries. Because of this need; the Janissary Corps was founded in accordance to the policy of Ottoman the conquest. The Janissaries became the most important military power of the Ottoman Empire. In spite of this, the modifications on law and regulations caused deteriorations in the structure of Corps. The Janissary Corps had been abolished by II. Mahmud, when the reforms that had been made were unsuccessful. After abolishment, events had emerged in Anatolia and Rumelia because of the Janissary efforts and law and order could not be maintained in the country. The Ottoman state had tried to take measures to prevent these events. One of the measures taken is to punish those who cause or participate in the events with death and exile. In this study, the punishments of death and exile (nefy) imposed to the people claimed being Janissary against the ongoing affairs after the abolition of Janissary Corps will be evaluated within the framework of the measures taken by state.
