Özet
Bu makale bilgi ve deneyim sahibi uzmanların “politikanın üretimi ve sunumundaki” artan etkilerini “profesyonelleşme” ve “rasyonelleşme” temelinde tarihsel süreç içerisinde teorik bir çerçevede ele almaktadır. Temel kabul; kararları ve uygulamaları rasyonelleştirme, kamuoyunun denetimi ve eleştirisinden uzak tutma, kitleleri ikna etme ve yönlendirme, varoluşsal sorunları teknik meselelere indirgeme görevleriyle donatılmış uzmanların, günümüzde politikanın” yeni seçkinlerini” oluşturduğudur. Makalede politik kadrolarla yakın ilişki içerisinde bulunan uzmanların Sofistlerden günümüze kadar olan gelişimleri, rolleri ve etkileri incelenmektedir. Sıradan insanların sahip olamadıkları bilgilerle ve mesleki deneyimleriyle toplumu yönlendiren, politik alanı özellikle seçim kampanyaları sürecinde dizayn eden uzmanlar, politik alandaki faaliyetleri ve kendilerine yönelik eleştireler bağlamında ele alınacaktır.
Abstract
This article deals with the growing effects of the knowledgeable and experienced experts on the "production" and the "presentation of the politics" that are based on "professionalization" and "rationalization", in a theoretical framework using historical processes. The fundamental acceptance is experts who are assigned to the tasks that are the rationalization of the decisions and the practices public inspection and avoiding criticism, convincing and directing the masses, downgrading the existential problems to the technical issues, are the "new elites" of the contemporary politics. In this article, It is examined that the evolution of the professionals, who have close relationship with political stakeholders from Sophists to the present, their roles and influences. Experts, who direct the society using their knowledge, which is unknown to the public, and their professional experience, design the political environment, especially the campaigns, these experts’ activities in politics and the criticism towards them will be approached within the context.
