HZ. ÖMER’İN YÖNETİM ANLAYIŞI

Özet

Hz. Peygamber’in vefatını müteakip onsuz bir hayatı tecrübe etmek zorunda kalan İslâm toplumu, kısa bir bocalamanın ardından Hz. Ebû Bekir’i halife seçerek yaşamış olduğu travmayı ve yönetim krizini atlatmıştır. Ancak Hz. Ebû Bekir dönemi, bizzat Allah Rasûlünün kurmuş olduğu devletin temellerini sarsabilecek hareketleri, yani Müslüman kalmakla birlikte zekât vermeyerek merkezi otoriteyi tanımayanların, sahte peygamberlerin ve onların etrafında bir araya gelen asi grupların isyan girişimlerini bastırmakla geçmiştir. Dolayısıyla bu dönem, devletin ve toplumun birlik ve beraberliğini temin etme dışında Hz. Peygamber döneminden pek de farklı değildir. Hz. Ömer’in hilâfet yılları ise devletin kurumsal teşekkülü ve yönetim tarzında farklı bir anlayışa geçilmesi bakımından oldukça dikkat çekicidir. Çünkü Hz. Ömer, câhiliye yıllarından kalma elçilik, Hz. Peygamber ve Hz. Ebû Bekir dönemlerinden kalma müşavirlik ve kadılık görevlerinden dolayı devleti idare etme konusunda belli bir birikime sahiptir ve bu birikimini halifeliği sırasında yönetim anlayışına da yansıtmıştır. Bundan dolayı bu çalışmada Hz. Ömer’in yönetim anlayışı, kendi dönemine has uygulamalarıyla idarî, malî ve askerî açıdan ele alınacaktır.

Abstract

After the death of Prophet Muhammad, the Islamic society, which had to experience a life without it, survived the trauma and the management crisis that Abu Bakr lived after choosing a caliph after a short fooling. However, the Caliph Abu Bakr period suppressed the attempts of the rebellion of those who did not know the central authority, the false prophets, and the rebellious groups that gathered around them, not by their actions, which would shake the foundations of the state. Therefore, this period is not much different from the period of Prophet Muhammad except for ensuring unity and solidarity of state and society. The years of the caliphate of Umar are very striking in terms of the transition of the state to a different understanding in the institutional organization and management style. Because Caliph Umar has a certain accumulation in the administration of the state because of his ambassadorship from the years of the internal affairs, from the periods of Prophet Muhammad and Caliph Abu Bakr, and his counselor and judge, and he reflected this accumulation to his understanding of the administration during his calumny. Therefore, in this study, Caliph Umar’s understanding of management will be handled from the standpoint of administrative, financial and military aspects with its own applications.
