Abstract
The tax pledges included in the election manifestos of political parties in Turkey have been examined in the context of the relationship between the concept of tax populism and constitutional principles of taxation. This study analyzes the manifestos of the six political parties represented in the 2023 general elections using qualitative research methods. The primary objective of the research is to assess the compatibility of tax promises with the constitutional framework and fiscal sustainability. The study presents an interdisciplinary approach that brings together the disciplines of political science, economics, and law. The findings indicate that elements frequently conflicting with the principles of fiscal sustainability and tax justice are prominent in election pledges. In particular, it has been determined that promises of exemptions and deductions targeting broad segments of the population, as well as debt forgiveness rhetoric, carry populist potential. The study discusses the institutional risks such rhetoric may pose and proposes institutional reforms such as establishing an independent tax council and mandating implementation of fiscal impact reports. The policy recommendations presented include concrete solutions aimed at mitigating the negative effects of tax populism.
