Özet
Çalışmamızın amacı 30 Ağustos 1541 tarihinde "Budin Beylerbeyliği" adı altında Osmanlı coğrafyasına katılan topraklardan Sirem Sancağı'nın Raça Nahiyesi'nin XVI. yüzyıl sosyal ve ekonomik durumunun tespitini yapmak olmuştur. Evliya Çelebi'nin yazdığına göre Raça Kalesi Sava ve Drin nehirlerinin birleştiği yerde olup 7 Müslüman, 4 Bulgar ve Sırp mahallelerinden ibaret idi. Buranın halkı din ve ırk farkı gözetmeksizin birlikte yaşamaktaydılar. Raça Nahiyesi'nde 1 şehir, 3 köy, 7 mezra ve 4 mahalle yer almaktadır. Nahiyede toplam 197 hane bulunmakta ve nüfusun çoğu köylerde yaşamaktadır. Raça Nahiyesi'nde ağırlıklı olarak buğday, arpa, çavdar ve erzen üretimi yapılmaktadır. Ayrıca nahiyede koyunculuk, domuzculuk ve arıcılık da gelişmiştir. Osmanlı ekonomisini oluşturan pazarlardan toplanan vergi miktarları kanunnameye göre tespit olunarak açıklanmıştır. Ayrıca Raça iskele ürünlerinden alınan gümrük ve balıkçılık vergileri de çalışmamızda belirtilmiştir. Toplam 240.495 akçe olan nahiye vergisinin 100. 000 akçesi Raça iskele ürünlerinin gümrük ve balıkçılıktan alınan vergiler idi. Bu da toplam verginin yaklaşık % 42 teşkil ediyordu Tarımsal sanayinin en eski kolu olan değirmencilik de nahiyede çok gelişmiş durumdaydı. 41 adet su değirmenin hemen hepsi Sava nehri üzerinde kurulmuştu. Raça Nahiyesi'nin ekonomik durumu Sirem Sancağı Mufassal Tahrir Defteri verilerine göre incelenmiştir. Bu bağlamda Osmanlı'nın Avrupa'daki Osmanlı'nın tüm coğrafyasında olduğu gibi Avrupa'da da Müslüman ve Gayrimüslim ayrımcılıkları gözükmemekteydi. Bu durumu ise, 600 yılı aşkın yaşayan Osmanlı adaletinin bir örneği şeklinde ifade etmek mümkündür
Abstract
The main purpose of our research is to identify the socioeconomic situation of Sirem Sancak of Racha Province in the XVI century that was United to Otoman Empire and connected to the Budin beylerbey1 on 30th August, 1541. According to Evliya Chelebi2 the castle of Racha was situated in the place where the rivers-Sava and Drin connects to each other. The were 7 Muslim, Bulgarian and Serbian districts. The people were living friendly despite the differences of religion and nationality. In the region of Racha of Sirem Sanjak there were: 1 city, 3 villages, 7 hamlets, 4 districts. There were totally 197 households and all of them were living in the villages. The main production in Racha region was: wheat, barley, rye, millet. Besides, piggy and sheep, apiculture was also developed in the region. We identified the tax quantities that was collected from Ottoman Market according to the law. Additionally, in our study we identified the taxes taken from the customs and fishing in Racha pier. The total tax collected from the region was 240 495 akche, out of which 100 000 akche was collected from the production of fishing and customs in Racha pier. And this constituted about %42 of total tax. Milling that was the oldest branch of agricultural industry was very developed there. Almost the all the water mill which totaly equalled 41, were built on the Sava river. The economic situation of Racha Province was studied according to the Otoman State Recordings of Sirem Sanjak. So, in this research we showed the economic policy of Otoman State in Europe. As in every part of Otoman State, there was not seen any fact of discrimination between Muslim and Non-Muslim inhabitants in Europe. And this may be considered as the example of Otoman justice that lasted 600 years
