Abstract
Before the political reforms of Abdulmecidin 1839 (Tanzimat), the municipalservices were being performedthe corporationsOttoman administrationMahmut II, reduced the administration functions of the kadis. When the kadis startedto lose power, emptiness occurred in this area and this started to be filled with thelocal vaivodes in the provincestime. In this article, the qualities of the duties performed by the vaivodes, who werethe centers of the power, were being pointed out
