İLK İKAMET ELÇİLERİNİN HALEFLERİ RUM MASLAHATGÜZARLAR (1800-1821)

Özet
Modern Osmanlı Diplomasi tarihinde ilk ikamet elçilikleri dönemi önemli dönüm noktalarından biri olarak görülmektedir. Osmanlı Devleti’nin ilk ikamet elçiliği 1793 yılında Londra’da faaliyete geçti ve ardından Viyana, Paris ve Berlin’de de temsilcilikler açıldı. Fakat kısa bir süre sonra Müslüman elçilerin yerine Osmanlı elçiliklerinde görev yapan Fenerli Rum tercümanların maslahatgüzar olarak atanmasına karar verildi. İlk atamalar 1800 yılında gerçekleşti. 1811’den itibaren Avrupa başkentlerindeki Osmanlı daimi temsilcilikleri tamamen Rum maslahatgüzarlara emanet edildi. Rum maslahatgüzarlar, Napolyon Savaşları ile Avrupa’da sürekli siyasi dengelerin değiştiği ve 1815 Viyana Kongresi sonra Avrupa’nın yeniden inşa edildiği bir dönemde hassas bir görev üstlendiler. 1821 Rum İsyanı ile maslahatgüzarların görevine son verildi. İlk ikamet elçilerine dair önemli bilimsel çalışmalar olmasına rağmen onları halefleri konumdaki Rum maslahatgüzarlar dönemi yeterince ilgi görmemiştir. Makalemizin amacı Osmanlı diplomasi tarihinin pek bilinmeyen bu süreciyle ilgili derli toplu bir bilgi sunabilmektir.
Abstract
In the history of Modern Ottoman Diplomacy, the period of the first residence embassies is seen as one of the important turning points. The first residence embassy of the Ottoman Empire came into operation in London in 1793, and later in Vienna, Paris and Berlin, representatives had been opened. However, shortly after, it was decided that the Phanariot translators who served in Ottoman embassies, were appointed as Charges D’affaires instead of Muslim ambassadors. The first assignments took place in 1800. Since 1811, the Ottoman permanent representatives in the European capitals have been entrusted to the Greek Charges D’affaires. The Greek Charges D’affaires took on a delicate task at a time when the political balances in Europe were constantly changing with Napoleonic Wars and then during Europe were rebuilt after 1815 Congress of Vienna. With the 1821 Greek Rebellion, the task of the Charges D’affaires was ended. Although there are important scientific studies on the first residence ambassadors, there has not been enough interest in the period of the Greek Charges D’affaires who were in the successor positions of them. This paper aims to present a comprehensive information about this process of the history of Ottoman diplomacy.
