\r\n This paper assesses the reform process of the Turkish electricity sector, which has started in 1984 and gained momentum since 2001, on the bases of regulatory and competition policies implemented in the European Union, and then identify the sources of failures originated from institutional, legal and political structure in the Turkish implementation, and finally, provide suggestions to speed up the reform process.\r\n
Abstract
\r\n Çalışmamız, 1984’de başlayan ve 2001’de ivme kazanan Türkiye elektrik sektöründeki reform sürecini özellikle Avrupa Birliği’nde uygulanan regülâsyon ve rekabet politikaları çerçevesinde değerlendirmekte, Türkiye uygulamasında kurumsal, yasal ve siyasi yapıdan kaynaklanan aksaklıkları tespit etmekte ve reform sürecinin hızlanması için yapılması gerekenler konusunda önerilerde bulunmaktadır.\r\n
