Siyasal Parti Teorileri Bağlamında Bir Değerlendirme: İYİ Parti

Özet

Çalışmanın konusu, İYİ Parti’nin hangi şartlar altında ortaya çıktığı, ne tür süreçlerden geçtiği, hangi temel değerler üzerine kurulduğu ve siyasi partileri açıklamak üzere geliştirilen çeşitli teorilere ne ölçüde uyumluluk gösterdiği sorularına cevap aramak üzerinedir. Türk siyasi hayatında genel ve yerel seçimlerde halkın belli oranda desteğini almış bir partinin hangi süreçler sonucunda ortaya çıktığını açıklamak, alan yazındaki çeşitli teoriler bağlamında inceleyerek Türk demokrasi tarihine neler kattığını değerlendirmek çalışmanın, alana ve araştırmacılara sunacağı veriler açısından değerli olduğu düşünülmektedir. Çalışmanın amacı, İYİ Parti’nin oluşumunu tarihsel süreç içerisinde inceleyerek elde edilen çeşitli tarihsel verilerle İYİ Parti’yi bir siyasi parti olarak doğuş teorileri, parti tipolojileri ve kurumsallaşma teorileri bağlamında değerlendirmektir. Çalışmada birincil ve ikincil kaynaklardan yararlanılmış ve bu kaynaklar ışığında eleştirel-yorumsamacı metot takip edilerek İYİ Parti’ye ilişkin çıkarımlarda bulunulmuştur. İYİ Parti doğuş teorileri, parti tipolojileri ve kurumsallaşma ölçütleri bağlamında değerlendirilmiştir. İYİ Parti’nin parlamento içinden doğan bir parti olduğu, hem kadro hem de kitle partisi özelliği taşıdığı söylenebilir. İYİ Parti’nin kurumsallık ölçütlerinden karmaşıklık ölçütlerini sağlamada zorluk çekmediği, özerklik ve tutarlık ölçütleri açısından İYİ Parti’nin kurumsallaşmada zorlandığı belirtilebilir.

Abstract

The subject of the study is to seek answers to the questions of under what conditions the İYİ Party emerged, what kind of processes it went through, what basic values it was founded on, and to what extent it is compatible with various theories developed to explain political parties. People in Turkish politics think that the study will be useful because it will give new information to researchers and help them understand how a party with a lot of support in general and local elections came to be. They also want to look at this party in the context of different theories that have already been written and see what it has added to the history of Turkish democracy. The purpose of the study is to look at how the İYİ Party came to be and how it works as a political party in light of birth theories, party typologies, and institutionalization theories using different types of historical data. Primary and secondary sources were used in the study, and inferences regarding the İYİ Party were made in the light of these sources by following the critical-interpretive method. The İYİ Party was evaluated in the context of birth theories, party typologies, and institutionalization criteria. It can be said that the İYİ Party is a party that emerged from within the parliament and has both cadre and mass party characteristics. It can be stated that the İYİ Party did not have difficulty in meeting the complexity criteria among the institutionality criteria but had difficulty in institutionalization in terms of autonomy and consistency criteria.
