Parti, Seçim ve Hükümet Sistemlerinin Giriftliği Üzerine Teorik Bir Analiz

Özet
Hükümet sisteminin işleyişi kadar parti sistemi ile seçim sisteminin işleyişi bir o kadar önem arz etmektedir. Bu çalışma, siyasal partileri, seçimlerde ve hükümet etmede bekleyen sistemik ilişkileri gündemine almıştır. Bir siyasal partinin bir hükümet sistemine erişebilmesi, görünürde öncelikle seçim sistemi aşamasını geçmesi ile mümkündür. Buna karşın mevcut hükümet sisteminin işleyişi, seçim sistemi üzerinden partiler sistemini yönlendirmeyi ya da biçimlendirmeyi de beraberinde getirebilir. Ortaya çıkan bu girift alanın çözümlenmesi günümüzde hala ciddi tartışmalara kaynaklık etmeye ya da kimi kronik sorunların görülememesine neden olabilmektedir. Dahası Türkiye özelinde temsil adaleti ile yönetsel istikrarı birlikte sağlayabilmenin bu girift alanda ne oranda mümkün olup olmadığının anlaşılması çalışmanın çıkış noktasını oluşturmuştur. Bu temelde Maurice Duverger’in konuya ilişkin yaklaşım biçimlerinden hareketle eleştirel bir tartışma yürütülmüştür. Bu kapsamda “demokratik bir siyasal sistem tasarımı” içerisinde parti sistemi ve seçim sistemi ile hükümet sistemleri arasındaki ilişkiler analiz edilmiştir. Buna göre demokratik tasarımlarda mutlak temsile veya mutlak istikrara yönelik tek yönlü ısrarcı tercihlerin olumsuz çıktılar üretebilecek siyasal tercihlere dönüşebileceği ve olabildiğince her iki yönde bir denge güderek ancak eşitleme olanağının olmayacağı gerçeği ile demokratik bir tasarımın inşa edilebileceği sonucuna varılmıştır.
Abstract
The functioning of the party system and the electoral system is as crucial as the functioning of the government system. This study focuses on the systemic relationships awaiting political parties in elections and governance. For a political party to gain access to government it is generally necessary to first pass the electoral system stage. However, the functioning of the existing government system can also shape the party system through its interaction with the electoral system. Analyzing this complex area still gives rise to serious debates today, or can lead to the overlooking of certain chronic problems. Furthermore, understanding the extent to which it is possible to achieve both representative justice and administrative stability in this complex area, specifically in Türkiye, forms the starting point of this study. On this basis, the study conducts a critical discussion drawing on Maurice Duverger’s theoretical approaches. Within this framework, the relationships between the party system, the electoral system, and the government systems are analyzed in the context of a "democratic political system design." Accordingly, it has been concluded that in democratic designs, one-sided, persistent preferences for either absolute representation or absolute stability can lead to negative political outcomes, and that a democratic design can be built by pursuing a balance between both directions as much as possible, while acknowledging that equalization is not possible.
