The Importance of Taking Fingerprints for Solving Forensic Cases and Security

Abstract
The most basic element in forensic cases is the resolution of events. In forensic investigations, it is necessary to establish a triangle of the incident, the victim and the perpetrator. A crime scene that allows you to evaluate an incident is a dynamic area that contains findings that may be related to the incident. If the findings of the crime scene are found to be related to the incident, the evidence is named after it. All operations taking place at the scene are called a crime scene investigation. In order for judicial prosecutions to proceed safely and quickly, the importance of the crime scene examination, which is carried out at the investigation stage, carried out in accordance with the legal basis and using scientific methods, is quite great. The determination of whether the identified suspect is really a suspect or has been subjected to any slander, which is considered to have a connection with the incident, passes through a careful examination of the crime scene. The fingerprint, one of the most important pieces of evidence obtained from the scene, is one of the touchstones on the way to identifying the perpetrator. However, the fingerprints taken must have a counterpart in the database. Otherwise, the perpetrator of the incident is unknown. In this study, the importance of obtaining a fingerprint for forensic and security purposes is mentioned. For the purpose of security, every citizen living in the country and immigrants who have entered the country by various means, provided that fingerprints are taken to create a legal basis, so that the perpetrators of the incidents are identified and security problems are eliminated, judicial incidents; a proposal is submitted to work on solving incidents to identify individuals in incidents such as murder, theft, identification of victims of disasters.
Özet
Adli olaylarda en temel unsur olayların çözüme kavuşturulmasıdır. Adli soruşturmalarda olay, mağdur ve fail üçgeninin kurulması gerekmektedir. Olayın değerlendirilmesine olanak sağlayan olay yeri, olay ile ilgisi bulunabilecek bulguları içerisinde barındıran dinamik bir alandır. Olay yerinden toplanan bulguların olay ile ilgisi tespit edilirse bu bulgular delil adını almaktadır. Olay yerinde yer alan tüm işlemlere olay yeri inceleme denilmektedir. Adli kovuşturmaların sağlıklı ve hızlı olarak ilerleyebilmesi için soruşturma aşamasında yapılan, hukuki zemine uygun ve bilimsel yöntemler ile gerçekleştirilen olay yeri incelemesinin önemi oldukça büyüktür. Olay ile bağlantısı olabileceği düşünülen, tespit edilen şüphelinin gerçekten şüpheli mi yoksa herhangi bir iftiraya maruz kalıp kalmadığının tespiti, olay yeri incelemesinin dikkatli bir şekilde yapılmasından geçmektedir. Olay yerinden elde edilen en önemli delillerden biri olan parmak izi, failin tespiti yolunda mihenk taşlarından biridir. Ancak alınan parmak izlerinin veri tabanında karşılığının olması gerekmektedir. Aksi durumda olayın failinin meçhul olması söz konusudur. Bu çalışmada; adli ve güvenlik amaçlı parmak izinin alınmasının öneminden bahsedilmektedir. Güvenlik amacı ile ülkede yaşayan her vatandaşın ve ülkeye çeşitli yollar ile girmiş göçmenlerin hukuki zemin oluşturmak kaydıyla parmak izlerinin alınmasının, bu sayede olayların faillerinin tespiti ve güvenlik sorunlarının ortadan kaldırılması, adli olayların; cinayet, hırsızlık, felaket kurbanlarının kimliklendirilmesi gibi olaylarda şahısların tespiti için olayların çözümüne yönelik çalışma önerisi sunulmaktadır.
