Opinions of Retired Education Managers on the Turkish Educational System Policies and Practices: A Subjective Life Research (Phenomenology)

Abstract
This study aims to reveal the views and suggestions of retired education administrators regarding the Turkish education system, policies and practices. In the study, a subjective experience (phenomenology) design, which is one of the qualitative research methods, was used. The study participants comprised 20 education administrators selected by snowball sampling method among retired education administrators who served as administrators in institutions affiliated with the Ministry of National Education of the Republic of Turkey. Data was gathered by interview technique, and interviews were recorded after getting permission. The obtained data and findings were analyzed and interpreted with descriptive and thematic analysis methods. This study evaluated the views of retired education administrators with no systemic expectations and concerns. This study is essential in terms of being a first in terms of method and working group. It can be thought that the necessary inferences to be obtained from the study will contribute to the development and implementation of education policies in accordance with the modern and universal education approach based on the national values of Turkey.
Özet
Bu çalışmanın amacı, Türk eğitim sistemi, politikaları ve uygulamalarına ilişkin emekli eğitim yöneticilerinin görüşlerini ve önerilerini ortaya koymaktır. Çalışmada nitel araştırma yöntemlerinden olan bir öznel yaşantı (fenomenoloji) deseni kullanılmıştır. Çalışmanın katılımcıları, Türkiye Cumhuriyeti Milli Eğitim Bakanlığı’na bağlı kurumların emekli yöneticileri arasından kartopu örnekleme yöntemiyle seçilmiş 20 kişiden oluşmaktadır. Katılımcılara yarı yapılandırılmış görüşme formunda belirtilen açık uçlu soruların sorulduğu görüşme tekniği uygulanmış ve ses kaydı alınmıştır. Elde edilen veriler, bulgular betimsel ve tematik analiz yöntemiyle çözümlenmiş ve yorumlanmıştır. Bu çalışma ile sistemsel hiçbir beklentisi ve kaygısı olmayan emekli eğitim yöneticilerinin görüşleri değerlendirilmiştir. Yapılan bu çalışma yöntem ve çalışma grubu olarak bir ilk olması yönüyle önemlidir. Çalışmadan elde edilecek çıkarımların, Türkiye’nin ulusal değerlerine dayanarak çağdaş ve evrensel eğitim politikalarının geliştirilmesine ve uygulanmasına katkı sağlanması beklenmektedir.
