THE EFFECT OF THE PREVENTIVE DIPLOMACY OF THE EUROPEAN UNION ON THE RESOLUTION OF THE CONFLICTS IN THE EASTERN MEDITERRANEAN

Abstract

The Eastern Mediterranean (East-Med) region has gained importance in parallel with the changing economic and political conjuncture in recent years. As the European Union (EU) cannot remain indifferent towards the opportunities and threats emerging from the East-Med, which is in its immediate neighbourhood, it needs to designate a new policy regarding the instable climate in the region. Being a soft power in its foreign policy, the EU prioritises preventive diplomacy which is a modern conflict resolution (CR) method, to settle conflicts in the region as well as fulfilling its existing energy needs from there. The EU is also concerned with the security and immigration issues observed in the relevant region. The way there is a constant flow of migrants into the continent urges the EU to take precautions about it. The recent conflictual climate encountered in the East-Med has also resulted in the re-emergence of long-lasting problems. The Cyprus issue, which is one of the current conflicts in the region, makes the EU a party of relevant conflict automatically as Cyprus and Greece are the members of the Union. Libya, which is the second case study in this article, stands out both based on its rich oil resources and the deep political fragmentation that has lasted since the outthrown of Muammar al-Qaddafi regime. The Libyan civil war, which has still not got over the political effects of the Arab Spring, does not only pose a threat on the political stability of the East-Med but also endangers the EU in terms of security and migration. The way the EU uses its preventive diplomacy in coordination with other international organisations (IOs) on the Cyprus and Libya issues will play an important role regarding the resolution of the relevant issues. This study aims at examining the efficiency of the EU’s preventive diplomacy based on the case studies and improvements in the East-Med and contributing to the literature in this way.

Özet

Son yıllarda değişen ekonomik ve siyasal konjonktürle beraber Doğu Akdeniz bölgesi önem kazanmıştır. Avrupa Birliği (AB) komşu coğrafyası olan Doğu Akdeniz’den gelen fırsat ve tehditlere kayıtsız kalamayacağı için bölgede değişen dengelere karşı bir politika geliştirmek zorundadır. Dış politikasında yumuşak güç olmayı önceleyen AB bölgedeki anlaşmazlıkların çözümü için modern bir anlaşmazlık çözümü yöntemi olan önleyici diplomasiyi geliştirirken mevcut enerji ihtiyacını Doğu Akdeniz’de bulunan kaynaklarla karşılamayı planlamaktadır. AB’nin bölgeyle ilgili diğer iki endişesi de güvenlik ve göçle alakalıdır. AB ülkelerine bölgeden akan sürekli göç Birlik’i bu konuda önlem almaya itmektedir. Doğu Akdeniz’de son yıllarda yaşanan gelişmeler geçmişten itibaren devam eden anlaşmazlıkların yeniden gün yüzüne çıkmasına neden olmuştur. Bu anlaşmazlıklardan biri olan Kıbrıs meselesi AB’yi üyeleri olan Güney Kıbrıs Rum Yönetimi (GKRY) ve Yunanistan’ı doğrudan ilgilendirdiği için otomatikman bir taraf yapmaktadır. Bu çalışmadaki diğer vaka olan Libya zengin petrol kaynaklarıyla ön plana çıkarken Muammer el-Kaddafi rejiminin devrilmesinden beri yaşanan derin politik bölünmüşlükle de dikkat çekmektedir. Arap Baharı’nın siyasal etkilerini üzerinden atamayan Libya’nın iç savaşı Doğu Akdeniz’de siyasal istikrarı tehdit ettiği gibi AB için de bir güvenlik ve göç tehlikesi yaratmaktadır. AB’nin önleyici diplomasisi kapsamında Kıbrıs ve Libya vakalarıyla ilgili diğer uluslararası kuruluşlarla eşgüdümlü bir şekilde atacağı adımlar anılan meselelerin çözümünde önemli bir rol oynayacaktır. Bu çalışma Doğu Akdeniz’deki gelişmeler doğrultusunda vaka çalışmaları üzerinden AB’nin önleyici diplomasisinin etkinliğini inceleyip literatüre katkı sağlamayı amaçlamaktadır.
