Women in Strategic Plans: Monitoring of Gender Equality in Strategic Plans of Metropolitan Municipalities

Abstract
Gender is the responsibilities, roles and expectations that society imposes on women and men. It may vary from society to society and from period to period. Gender inequality has spread to all areas, institutions and organizations of society. Municipalities, as the closest institutions to people's daily life practices, are among the pioneers of policy-making institutions in terms of ensuring gender equality at the local level. In this study, the 2020-2024 strategic plans of 30 metropolitan municipalities in Turkey were examined from the perspective of gender equality and the current situation was evaluated comparatively.
Özet
Toplumsal cinsiyet, toplumun kadınlar ve erkeklere yüklediği sorumluluklar, roller ve beklentilerdir. Toplumdan topluma ve dönemden döneme değişiklik gösterebilir. Toplumsal cinsiyet eşitsizliği toplumun tüm alanlarına, kurumlarına ve kuruluşlarına sirayet etmiştir. Belediyeler insanların gündelik yaşam pratiklerine en yakın kurumlar olarak, toplumsal cinsiyet eşitliğinin yerel düzeyde sağlanması noktasında, politika belirleyici kuruluşların öncülerindendir. Bu çalışmada, Türkiye’deki 30 büyükşehir belediyesinin 2020-2024 stratejik planları toplumsal cinsiyet eşitliği perspektifinden incelenmiş ve mevcut durum karşılaştırmalı olarak değerlendirilmiştir.
