A TURKIC IDEA MAGAZINE "DOGU" AND RELATIONSHIP WITH CHP (1942-1945)

Abstract
Dogu magazine was published on October 29, 1942 by Tahir Akın Karauguz to disseminate Turkic ideas. Dogu, which was issued on behalf of People's House (Halkevi), with the support of Republican People's Party (CHP), had the opportunity to be distributed to other cities through the subscription system. Dogu magazine, which deals with social and political issues with Turkist philosophy, was published once a month and continued to be published until 1951. One of the most important aims of the magazine was to explain the idea of Turkism from a philosophical point of view. Dogu magazine also conducted a survey to explain Turkism; tried to popularise Turkish history, great people of Turks elders and Turkish language in his publications and to impose nationalist ideas on social and political levels. Ziya Gökalp, Ömer Seyfettin, Halide Edip Adıvar, Behcet Kemal Çaglar, Orhan Saik Gökyay, Peyami Safa got frequently published in the magazine. In 1944, as a result of the CHP's attitude towards PanTurkist movements, the CHP withdrew its support for the magazine. While the Dogu was backed by the CHP again in 1946, Turkic ideas in the magazine decreased and changed form. In this context, the Dogu, which was published with the support of the CHP during the single-party rule, was introduced alongside with the content of the journal, its publication policy and its relations with the government. In this respect, the documents showing the correspondence between the collections of the Dogu magazine in the National Library between 1942-1945 and the CHP General Secretariat obtained from the Republican Archives and the owner of the Dogu magazine are analyzed by qualitative content analysis method. The research reveals that the CHP government experienced a shift in the meaning of the idea of nationalism according to the changing political conjuncture in the foreign policy and directed the publication policy of the Dogu magazine.

Doğu dergisi, 29 Ekim 1942 tarihinde Tahir Akın Karauğuz tarafından Türkçü fikirleri yaymak üzere çıkarılmıştır. Halkevi adına çıkarılan Doğu, CHP'nin de desteğiyle abonelik sistemi aracılığıyla diğer şehirlere de dağıtılma imkanı bulmuştur. Toplumsal ve siyasal meseleleri Türkçü felsefeyle işleyen Doğu dergisi, ayda bir çıkarılmış ve 1951 yılına dek yayın hayatını sürdürmüştür. Derginin en önemli amaçlarından biri Türkçülük fikrini felsefi açıdan açıklamak olmuştur. Türkçülük'ü açıklamak üzere anket de düzenleyen Doğu; Türk tarihini, Türk büyüklerini, Türk dilini yayınlarında işleyerek, milliyetçi fikirleri toplumsal ve siyasal düzlemde yerleştirmeye çabalamıştır. Ziya Gökalp, Ömer Seyfettin, Halide Edip Adıvar, Behçet Kemal Çağlar, Orhan Şaik Gökyay, Peyami Safa gibi isimlerin yazıları dergide sıklıkla yayımlanmıştır. 1944 yılında CHP'nin Turancı akımlara karşı bir tavır izlemesi sonucunda CHP dergiye verdiği desteği geri çekmiştir. 1946 yılında Doğu, CHP tarafından yeniden desteklenirken, dergideki Türkçü fikirler azalmakla birlikte form değiştirmiştir. Bu kapsamda çalışmada, CHP'nin milliyetçilik anlayışı, Doğu Dergisi’nin içeriği, yayın politikası ve iktidarla ilişkilerinin ortaya konulması hedeflenmektedir. Bu doğrultuda Doğu dergisinin Milli Kütüphane'de yer alan 1942-1945 yılları arasındaki koleksiyonları ve Cumhuriyet Arşivlerinden elde edilen CHP Genel Sekreterliği ve Doğu dergisi sahibi arasındaki yazışmaları gösteren belgeler doküman analizi yapılarak niteliksel içerik analizi yöntemiyle incelenmektedir. Araştırma, CHP iktidarının dış siyasette değişen siyasal konjonktüre göre milliyetçilik düşüncesine ilişkin anlam kaymaları yaşadığını ve bu doğrultuda Doğu dergisinin yayın politikasına yön verdiğini ortaya koymaktadır.
