Developments in European Countries In The Light in Turkey Disability Evaluation of Home Care Services: The Case of Sivas Province

Abstract
Health care is the most important service group for all people. It is a very important policy to provide state support to the needy in meeting the costly expenditures of health services. Especially in meeting the needs of people with disabilities, it is more costly in the long term than other health expenditures because it is continuous. For this reason, it is even more important for the disabled people to be supported by the government in meeting their needs. The Home and Family Care service, which the Ministry of Family and Social Policy started to offer in 2006, provides serious support for people with severe disabilities and their relatives. In this study, European countries (Germany instance) between Turkey and the cause of the differences and the differences between disabled home care is the number of people with disabilities who benefit from home care services in Sivas were investigated. The observation of the increase in the number of persons benefiting from the care service at home during the study shows that the service model has reached its goal.
Özet
Sağlık hizmetleri, herkesçe en önemli hizmet grubundadır. Sağlık hizmetlerinin maliyetli harcamalarının karşılanmasında ihtiyaç sahiplerinedevlet desteğinin sağlanması çok önemli bir politikadır. Özellikle engelli kişilerin ihtiyaçlarının karşılanması süreklilik arz ettiğinden diğer sağlık harcamalarına göre uzun dönemde daha yüksek maliyetlidir. Bu nedenle engelli kişilerin ihtiyaçlarını karşılarken devlet tarafından desteklenmesi daha da önemlidir. Aile ve Sosyal Politikalar Bakanlığı’nın 2006 yılı itibari ile sunmaya başladığı Engelli Evde Bakım hizmeti, ağır engeli bulunan kişiler ve yakınları için önemli bir destek sağlamaktadır. Bu çalışmada Avrupa ülkeleri (Almanya örneği) ile Türkiye’de engelli evde bakım hizmeti arasındaki farklılıklar, bu farklılığın nedeni ve Sivas ilinde engelli evde bakım hizmetinden faydalanan kişi sayısı incelenmiştir. İnceleme esnasında engelli evde bakım hizmetinden faydalanan kişi sayısının arttığının gözlemlenmesi söz konusu hizmet modelinin amacına eriştiğini göstermektedir.
