POST DEPUTY MAYOR IN TURKEY

Abstract

This study aims at draw attention the post of deputy mayor in Turkey due to limited resources available about the subject. The hypothesis of the study is the following: the post of deputy mayor, which is the keystone for the realization of municipal policies, that position is not created in a suitable form to gain experience and qualification for the incumbent. For a further examine the hypothesis mentioned above, terms of appointment of the tasks, legal status, employee rights were studied of the relevant legislation and a survey to elaborate the actual situation with 158 deputy mayors has been conducted across the Turkey. The results obtained from the study suggest that there is a high degree of relationship between the employment of senior managerial staff, and the expected values of the municipality.

Özet

Bu çalışmanın amacı, Türkçe literatürde kaynakları sınırlı olan Türkiye'de belediye başkan yardımcılığı kadrosuna dikkat çekmektir. Çalışmanın varsayımları: Belediye başkan yardımcılığının, belediye politikalarının gerçekleşmesi için bir kilit taşı olduğu ancak pozisyonun tecrübe ve ehliyet kazanmaya uygun bir yapıda ihdas edilmediği; Bu pozisyonun siyasetin negatif etkilerine karşı duramama derecesinin yerel hizmet kalitesini de olumsuz etkilediğidir. Bu varsayımların sınanması eski ve yeni mevzuat karşılaştırılması; atanma ve görevlendirme yolu karşılaştırılması; yargı kararlarının değerlendirilmesi ve Türkiye çapında 158 başkan yardımcısının katılımıyla “çevrim içi anket tekniği” kullanılarak yapılan araştırma yoluyla sağlanmıştır. Çalışmanın sonucu bu pozisyonun iyileştirilmesiyle belediyeciliğin beklenen değerleri üretmesi arasında yüksek bir ilişki olduğu yönündedir.
