Archive Administration, Recordkeeping And The Early Classification Works In The Ottoman And Republican Period

Osmanlı Ve Cumhuriyet Dönemi’nde Arşiv İdaresi, Arşivcilik Ve İlk Tasnif Çalışmaları

Abstract

The classification of historical records is important in terms of being both a value of the nations and a light for the future. From the beginning of our history of archiving in the modern sense starting from the middle of the 19th century through Republican period, different studies were carried out in classification and archive administration. In this study, the practices of archival records, which were formed as a result of the activities carried out during the Ottoman Empire, which were preserved and left as a legacy for hundreds of years, evaluated in the context of approaches to the archives and archival studies with the establishment of the Republic of Turkey. In addition, the first classification activities and its commissions were mentioned and the formation of these commissions, working systems, presidents and the reasons for the termination of the commission were detailed. As a result of this study, it was seen that it is necessary to train archives experts who know Ottoman language well for realistic classification of historical Records and in order to achieve it, it can be said that education policies have been developed and implemented.

Özet

Bu çalışmada Türkiye Cumhuriyeti Devleti’nin kurulmasıyla birlikte arşiv ve arşivciliğe yaklaşımı, bu konuya verdiği önem ve oluşturulan arşiv idarelerinden bahsedilmiştir. Bu çerçevede Osmanlı Devleti’nin faaliyetleri sonucunda birikmiş olan ve yüz yıllarca muhafazasını sağlayıp, miras olarak bıraktığı arşiv malzemesi üzerindeki arşiv ve arşivcilik çalışmalarına değinilmiştir. Osmanlı Devletinin arşive yaklaşımı ve arşivcilik çalışmaları dönemlere göre değerlendirilmiştir. Türkiye Cumhuriyeti’nin kuruluşu ile birlikte Devlet teşkilatı içerisinde oluşturduğu arşiv idarelerinden bahsedilmiştir. Arşiv İdarelerinin bağlandığı makamlar, teşkilat yapıları ve çalışma sistemlerine değinilmiştir. Bu dönemdeki arşivcilik çalışmaları ve ilk tasnif çalışmaları detaylı bir şekilde işlenmiştir. Bununla birlikte arşivcilik çalışmaları ile ilgili ilk oluşturulan tasnif komisyonlarından bahsedilerek, bu komisyonların oluşumu, çalışma sistemleri, başkanları ve komisyon çalışmalarının sonlandırılma gerekçeleri, zamanı ve diğer hususları değerlendirilmektedir. Bu çalışmalar vesilesiyle sayıları binleri bulan iyi Osmanlıca bilen Arşiv Uzmanları yetiştirildiği ifade edilmiştir.
