Crossborder Crude Oil Pipeline Investments and Theoretical Analysis: The Case of BTC and Kirkuk-Yumurtalık Crude Oil Pipelines

Abstract
Crude oil pipelines are a very important public investment for countries. The high cost of the investments and the importance of the transported product require that the established transport systems be handled separately from the oil market. Crude oil pipelines are regulated, supervised and directed by economic policies by the state. In this study, it is explained on which economic foundations the pipelines are built. In the study, the main features that pipelines are associated with economic theory are discussed through the example of BTC and Kirkuk-Yumurtalık Pipeline.
Özet
Ham petrol boru hatları, ülkeler için oldukça önemli bir kamu yatırımı niteliği taşımaktadır. Yapılan yatırımların oldukça yüksek maliyetli olması ve taşınan ürünün önemi, kurulan taşıma sistemlerinin petrol piyasasından ayrı olarak ele alınmasını gerektirmektedir. Ham petrol boru hatları devlet tarafından düzenlenmekte, denetlenmekte ve iktisadi politikalarla yönlendirilmektedir. Bu çalışmada, boru hatlarının hangi ekonomik temeller üzerine inşa edildiği açıklanmakta ve boru hatlarının ekonomi teorisi ile ilişkilendirildiği temel özellikleri, BTC ve Kerkük-Yumurtalık Boru hattı örneği üzerinden ele alınmaktadır.
