FOOTSTEPS OF AMERICAN IMPERIALISM: WILSON’S PRINCIPLES AND OTTOMAN PUBLIC OPINION

Abstract
In this study, firstly, Wilson’s Principles were examined. Each article of these principles, which consists of fourteen articles, has been dealt with separately, and the contents of the articles are explained. Then, how the Wilson Principles serve the imperial policies of the United States is discussed. The imperialist policies of the United States lie at the heart of the Wilson Principles. The United States of America, by means of these principles, wanted to take an active part in the colonial shares between the world’s great powers. In addition, the perspective of Ottoman intellectuals and Ottoman public opinion on these principles has been examined. The hopes of Ottoman intellectuals against Wilson’s Principles ended in disappointment and The desires of the United States of America for the Constantinople mandate and the Armenian mandate in the Ottoman Empire are explained. The reasons behind these desires and it was stated that the mandate demands of the United States of America in Anatolia were unsuccessful. Finally, the ineffectiveness of the imperialist policy of the United States of America after the First World War and the failure of Europe’s efforts to intervene in the balance of power are discussed.
Özet
Bu çalışmada ilk olarak, Wilson Prensipleri incelenmiştir. On dört maddeden oluşan bu prensiplerin her maddesi ayrı ayrı ele alınmıştır ve maddelerin içerikleri açıklanmıştır. Daha sonra, Wilson Prensiplerinin Amerika Birleşik Devletleri’nin emperyal politikalarına nasıl hizmet ettiği ele alınmıştır. Wilson Prensiplerinin temelinde Amerika Birleşik Devletleri’nin emperyalist politikaları yatmaktadır. ABD, bu prensipler vasıtasıyla dünyanın büyük güçleri arasındaki sömürge paylaşımlarında aktif bir şekilde yer almak istemiştir. Bununla beraber, Osmanlı aydınları ve Osmanlı Kamuoyunun bu prensiplere bakış açısı incelenmiştir. Osmanlı aydınlarının Wilson Prensiplerine karşı besledikleri umudun hayal kırıklığıyla sonuçlanması ve ABD’nin Osmanlı İmparatorluğu’nda İstanbul ve Ermenistan mandası arzuları anlatılmıştır. Bu arzuların altında yatan gerekçeler ve Amerika Birleşik Devletleri’nin Anadolu’daki manda isteklerinin başarısızlıkla sonuçlanması belirtilmiştir. Son olarak, ABD’nin Birinci Dünya Savaşı sonrasında yürüttüğü emperyalist politikanın ve Avrupa’nın güç dengelerine müdahil olma çabalarının başarısızlığı ele alınmıştır.
