The Security Aspect of the Eastern Mediterranean Issue in Turkey-Greece Relations' Historical Context

Abstract
In the literature, Turkey and Greece relations in the framework of the Eastern Mediterranean region are often argued with the real-political approach. However, the relations between the two countries embrace economic, psychological, and sociological factors throughout history. In this context, the Eastern Mediterranean issue should not be argued by ignoring these factors. Considering these factors, the study focuses on the security aspect of the Eastern Mediterranean crisis in the context of the history of Turkey – Greece relations. Therefore, the study suggests that although the establishment of the Greek nationstate was based on an idealist philosophical basis, this philosophy has secondary importance compared to the realist approach in its foreign policy. In addition, psychological barriers between the communities of the two countries have also affected their foreign policy choices. The state-centred security dilemma between the two countries for nearly two hundred years has been a natural consequence of the anarchic regional structure. This study claims that it is not enough to analyse the Eastern Mediterranean issue by taking the classical view of the history discipline which takes the concepts of war, diplomacy, and politics to the centre of inquiry and considers security as a merely militaristic phenomenon into account. Therefore, a historical approach that takes economic, psychological, and sociological elements to the centre of the inquiry has been adopted throughout the study. While examining the security aspect, the study draws on the three approaches of the Copenhagen School; security, sector analysis, and regional security complex. In this context, the study priorities analytical interpretation rather than empirical narration.

Literatürde Doğu Akdeniz konusu temelli Türkiye ve Yunanistan ilişkileri çoğunlukla realpolitik düzlemde değerlendirilmiştir. Fakat iki ülke arasındaki ilişkiler tarih boyunca ekonomik, psikolojik ve sosyolojik unsurları da içinde barındırmıştır. Bu bağlamda Doğu Akdeniz konusu bu faktörler göz ardı edilerek değerlendirilemez. Çalışmada bu faktörler de ele alınarak Türkiye-Yunanistan ilişkileri bağlamında Doğu Akdeniz krizinin iki ülkenin tarihsel ilişkilerindeki yeri ve bunun güvenlik boyutu incelenmiştir. Çalışmadan elde edilen sonuç, Yunanistan’ın kuruluş felsefesi her ne kadar idealist temele dayansa da dış politikasında idealist yaklaşım, realist yaklaşıma oranla ikincil bir değere sahip olmuştur. Buna ek olarak, iki ülkenin toplumu arasındaki psikolojik bariyerler dış politika tercihlerini de etkilemiştir. Yaklaşık iki yüz yıldır iki taraf arasında ülke merkezli güvenlik ikilemi, anarşik bölgesel yapının doğal bir sonucudur. Bu çalışma, tarih disiplinindeki klasik ekolün unsurları olan savaş, diplomasi ve siyaset kavramlarını merkeze alan ve güvenliği sadece askeri boyutta değerlendiren metotlarla sorunsalı çözümlemenin yeterli olmadığı iddiasındadır. Bundan dolayı ekonomik, psikolojik ve sosyolojik unsurlara da odaklanan tarih yaklaşımını benimsenmiştir. Güvenlik boyutu incelenirken Kopenhag Okulu’nun üç temel yaklaşımı güvenlikleştirme, sektör analizi ve bölgesel güvenlik kompleksi yaklaşımlarından yararlanılmış olup Doğu Akdeniz’de ortaya çıkan kriz anlamlandırılamaya çalışılırken olayların aktarımı yerine analitik yorumlama tercih edilmiştir.
