Measurement of Policy Trends to A Child Friendly City Approach by OCRA Method Based on Statistical Variance Procedure

Abstract
This study analyzes children’s rights in urban space by using the statistical variance procedure and OCRA (Operational Competitiveness Rating Analysis) method. The data of the study has been determined in accordance with the urban principles defined under the “Child-Friendly City” approach and the basic approaches identified by the UN Convention on the Rights of the Child. In this context, Turkey's child-friendly urban policy trends and performance are measured with the data selected from the TUIK children statistics database based on the 2010-2017 period. In the data analysis, firstly, the weights of the criteria examined with the statistical variance procedure were calculated and then the performance analysis of Turkey's child-friendly urban policy trends was carried out using the OCRA method. Thus, as a result of the study, it is aimed to obtain a performance ranking that will contribute to local government practices.
Özet
Bu çalışma, kentsel mekânı çocuk hakları üzerinden istatistiksel varyans prosedürü ve OCRA (Operational Competitiveness Rating Analysis) yöntemleri ile Türkiye özelinde analiz etmektedir. Bu çerçevede, çalışmanın verileri “Çocuk Dostu Kent” yaklaşımının öngördüğü kentsel ilkelere ve Birleşmiş Milletler Çocuk Hakları Sözleşmesi’nin temel yaklaşımına dayanarak belirlenmiştir. TÜİK çocuk istatistikleri veri tabanından 2010-2017 dönemi temel alınarak seçilen veriler ile Türkiye’nin çocuk dostu kentsel politika eğilimleri ve performansı ölçülmektedir. Veri analizinde, öncelikle istatistiksel varyans prosedürüyle incelenen kriterlerin ağırlıkları hesaplanmış ve daha sonra OCRA yöntemi kullanılarak Türkiye’nin çocuk dostu kentsel politika eğilimlerinin performans analizi gerçekleştirilmiştir. Böylelikle, çalışma sonucunda yerel yönetim uygulamalarına katkı sağlayacak bir performans sıralamasının elde edilmesi hedeflenmiştir.
