Discourse of Poverty in the Context of New Racism

Abstract
A hundred years ago, when Walter Lippmann was talking about the pictures in our minds, he was drawing attention to one of the troubling features of the media. Today, the news media continue to propagate certain prejudices that serve the duality between us and them and produce a discourse that normalizes the marginalization of certain segments of society. While this discourse of the news media maintains and reproduces the dominant ideology, it imprisons certain identities in certain pictures. The reduction of identities to these prejudiced and stereotypical images serves the new racism. New racism is the name given to codes, logics and ideologies that facilitate, normalize and naturalize power imbalances, thus paving the way for permanent inequalities, despite the absence of formalized discriminatory practices in the 21st century. From this perspective, this study examines how new racism permeates the news on poverty. 18 news stories about poverty in internet news sites with the highest visiting rates (Hürriyet, Milliyet, Sözcü) were analyzed according to Teun van Dijk’s critical discourse analysis method. In the news analyzed, it was seen that the poor were represented as threatening, disturbing, aggressive, deviant and criminal people. Analysis of the news showed that although the topic on which poverty is discussed in the news varies, the assumption that poverty is viewed primarily as an individual problem is widespread. It has been seen that the poor are negatively portrayed and humiliated in the news examined, and the poverty problem is not addressed at the macro level in accordance with the dominant ideology. This shows that “poor” as an identity is the target of the new racism.

Bundan yüzyıl önce Walter Lippmann zihnimizdeki resimlerden bahsederken medyanın tedirgin edici özelliklerinden birine dikkat çekiyordu. Günümüzde haber medyası, biz ve onlar arasındaki ikiliğe hizmet eden belirli önyargıları yaymaya devam etmekte ve toplumun belli kesimlerinin marjinalleşmesini normalleştiren bir söylem üretmektedir. Haber medyasının bu söylemi egemen ideolojiyi sürdürür ve yeniden üretirken belli kimlikleri belli resimlere hapsetmektedir. Kimliklerin bu önyargılı ve kalıp resimlere indirgenmesi ise yeni ırkçılığa hizmet etmektedir. Yeni ırkçılık, 21. yüzyılda resmileştirilmiş ayrımcılık uygulamaları olmamasına rağmen güç dengesizliklerini kolaylaştıran, normalleştiren ve doğallaştıran ve böylece kalıcı eşitsizliklere zemin hazırlayan kodlara, mantıklara ve ideolojilere verilen isimdir. Bu bakış açısıyla bu çalışma, yeni ırkçılığın yoksulluğu konu edinen haberlere nasıl sindiğini incelemektedir. Tıklanma oranı yüksek olan internet haber sitelerinde (Hürriyet, Milliyet, Sözcü) yoksullukla ilgili 18 haber Teun van Dijk’in eleştirel söylem analizi yöntemine göre çözümlenmiştir. İncelenen haberlerde yoksulların tehditkar, huzur bozan, saldırgan, sapkın, suçlu kişiler olarak temsil edildikleri görülmüştür. Haberlerin çözümlemesi, haberlerde yoksulluğun gündeme geldiği konu değişse de yoksulluğun temelde bireysel bir sorun olarak görüldüğü varsayımının yaygın olduğunu göstermiştir. İncelenen haberlerde yoksulların olumsuz bir şekilde resmedildiği ve aşağılandığı, baskın ideolojiye uygun olarak haberlerde yoksulluk sorununun makro düzeyde ele alınmadığı görülmüştür. Bu da “yoksul”- luğun bir kimlik olarak yeni ırkçılığın hedefi olduğunu göstermektedir.
