A New Solution Proposal to KOSGEB for the Project Evaluation Systems

Abstract

Purpose: The aim of the study is to ensure that the KOSGEB project selection process is based on systematic, rational and quantitative data as much as possible. At the end of the research, a decision making methodology that can make KOSGEB ‘s project evaluation system more efficient and time saving is proposed. Methodology: According to opinions received from experts, the criteria are listed in the order of importance by the SWARA method. Findings: For the KOSGEB criteria, risk assessment was given first priority ranking, management and organizational plan was given last priority. Practical Implications: In the KOSGEB support assessment process, different methods of artificial intelligence and multi-criteria decision-making techniques can be combined to contribute to both the industry and the literature. Originality: It was determined that no method was used in our country for KOSGEB election evaluations.

Özet

Amaç: Çalışmanın amacı, KOSGEB proje seçim sürecinin mümkün olduğunca sistematik, rasyonel ve nicel verilere dayandırılarak yapılabilmesini sağlamaktır. Araştırmanın sonunda, KOSGEB in proje değerlendirme sistemini daha verimli ve zaman tasarruflu hale getirilebilecek bir karar verme metodolojisi önerilmektedir. Yöntem: Uzmanlardan alınan görüşler doğrultusunda SWARA yöntemi ile kriterler önem sırasına göre sıralanmıştır. Bulgular: KOSGEB kriterleri için ölçütlerin öncelik sıralamasında ilk sırayı risk değerlendirmesi, son sırayı yönetim ve organizasyon planı almıştır. Sonuç ve Öneriler: KOSGEB destek değerlendirme sürecinde yapay zekâ ve çok kriterli karar verme tekniklerinin farklı yöntemleri birleştirilerek hem sektöre hem de literatüre katkı sağlanabilir. Özgün Değer: KOSGEB seçim değerlendirmeleri için ülkemizde herhangi bir yöntemin kullanılmadığı tespit edilmiştir.
