The Attitude of the United Nations towards the Syrian Crisis within the Framework of Responsibility to Protect and Responsibility Sharing and An Assessment of the Activities of the Organizations Supported by the United Nations in Turkey

Abstract
The mass protests that started with the spread of the Arab Spring movements to Syria in 2011, dragged the country into civil war with the use of mass destruction weapons by the Baath Regime. The people in Syria, faced with wide-ranging human rights violations, had to leave the country. In this study, the responsibility of the United Nations, which is the international organization responsible for international peace and security, in the human mobility after the Syrian crisis is questioned within the framework of the concepts of responsibility to protect and responsibility sharing. The activities of the organizations supported by the United Nations in Turkey are handled within the framework of the concept of responsibility sharing.
Özet
2011 yılında Arap Baharı hareketlerinin Suriye’ye sıçramasıyla başlayan protestolar, Baas Rejimi’nin kitle imha silahları kullanmasıyla ülkeyi iç savaşa sürüklemiştir. Geniş çaplı insan hakları ihlalleriyle karşı karşıya kalan Suriye’de halk, ülkeyi terk etmek zorunda kalmıştır. Bu çalışmada, Suriye krizi sonrası gerçekleşen insan hareketliliğinde uluslararası barışı sağlamak ve güvenliği korumakla görevli uluslararası kuruluş olan Birleşmiş Milletler’in üstlendiği sorumluluk, koruma sorumluluğu ve sorumluluk paylaşımı kavramları çerçevesinde sorgulanmaktadır. Birleşmiş Milletler tarafından desteklenen kuruluşlarının Türkiye’deki faaliyetleri ise sorumluluk paylaşımı kavramı çerçevesinde ele alınmaktadır.
